Aims to determine the relative strength of 4 major explanations for the rise of elder abuse among a population in transition from traditional to modern culture. Compared a sample of 120 abused elderly Arab Israelis with a control group of 120 nonabused older adults from the same background. Abuse status outcome was regressed in a hierarchical logistic procedure on indicators of sociodemographic status, dependency, modernisation, and social integration. Results underscored the multiple explanations for elder abuse in the study population and the predominance of the combined factors of modernisation and social integration.

This paper uses a network approach to examine the coordination of protective services for the elderly in Taipei City, Taiwan. The purposes of this study are to map the characteristics of network structures, and compare the different relational patterns and organizational roles. It also examines perspectives of organizations toward the factors that facilitate or impede service coordination for the protective services. The results show that patterns of interorganizational coordination do depend on the kind of resources being exchanged. Public agencies were the most central agencies in the protective service network. This article provides implications and guidelines for public policy-makers and organizations to establish effective service coordination to protect the elderly. Argues that abuse and failures in care settings should be attributed to inherent qualities of healthcare systems, based on the way human societies work, rather than the failures of individuals. Seeing mistreatment as rare and unusual, each case a very exceptional, atypical instance of an evil person abusing trust in an otherwise good system, is convenient and comfortable. Suggests reasons why this is not so and why root cause analysis is more useful. Abuse can occur anywhere and does not require heinous and evil owners, managers or staff. Lists risk factors for abuse of older people in residential care, and suggests how the risk can be minimised.

The purpose of this study was to develop a profile of sexual abuse cases among adults aged 60 and older receiving attention from Adult Protective Services units in Virginia over a 5 year period using bivariate analysis to characterise 82 older adults experiencing sexual abuse and the circumstances of the abuse and multiple correspondence analysis, a multivariate method, to explore relationships between characteristics of the adults and the type of abuse experienced. Most victims were women aged 70-89 residing in a nursing home. Typically, abuse involved instances of sexualised kissing and fondling and unwelcome sexual interest in the person's body. The majority of perpetrators were nursing home residents 60 and older. In most situations, witnesses were facility residents. Orientation affects the invasiveness of sexual abuse experienced by older adults. The data reveal a small but persistent number of cases identifying individuals who are especially vulnerable to this form of abuse. These findings establish a baseline for future research and set the stage for further examination in both domestic and institutional settings as well as possible interventions and staff training.

This disturbing report, based on findings from calls to the Elder Abuse Response helpline over several years, outlines the extent and nature of the abuse of older people. It calls for action on the part of policy makers, practitioners, voluntary organisations and the public to meet the challenge of preventing further abuse, and to protect the rights of vulnerable older people.

While most elder abuse is perpetrated by family members, some may be performed by strangers. When the elderly victim reaches out to the social agency but then refuses services, an ethical dilemma is created for the social worker. Conflicts arise among social work values and the ethical principles of autonomy and paternalism, beneficence, and nonmaleficence. A model of ethical justification is applied that explains the possible decisions in this case. The actual resolution of the dilemma is accomplished through a social work practice principle.
