The SSI set standards for each national inspection and evaluate quality of services against those standards. SSI standards are: statements of quality of services expected; derived from government policy, legislation and regulation (including national objectives and national service frameworks), and current knowledge of research and good practice; concerned with the same domains of the performance assessment framework, i.e. national priorities and strategic, cost and efficiency, effectiveness of service delivery and outcomes, quality of services for users and carers and fair access. SSI standards are specified prior to inspections so that social services departments and agencies understand the basis on which their services are being inspected. They are made widely available, in our published reports and via this web site, so that they can be used as a tool by all local councils to assess their own standards and audit their progress.
Alice Johnson: case study research of collaborative practice within community care

This research-based case study of Alice Johnson, the pseudonym for an elderly Afro-Caribbean woman living in the UK, analyses the practice outcomes of a 'real life' situation. In order to identify the most helpful interventions, the research evaluated collaborative practice from the different perspectives of the service user and the care providers, using the care management of one elderly individual, Mrs Johnson, as a focus. Although no generalisations can be claimed from one example, the single case study design provided a valid analysis of collaborative practice outcomes in an elderly person from an ethnic and cultural minority and living in the UK, who received community care. The use of a research perspective based on a qualitative life history approach is an analytical tool that can contribute to increased practice expertise.

Social services are often criticised for not consulting Asian elders on community care. Reports on an innovative project in Hounslow which offers Asian elders the opportunity to gain an understanding of the basic concept of community care and enable them to find out what it has to offer. For example, a course was run to introduce them to social services, domiciliary care, care in the home, residential care, and the notion of carers and carer support. Some Asian elders also visited sheltered accommodation, day centres and residential homes.

Black elders suffer greater poverty than their white counterparts. Looks at how their present socioeconomic position has arisen and identifies three areas of concern: policies of charging for services; resource allocation to areas where black elders are concentrated; and care managers who hold budgets which may doubly penalise them under the Community Care Act.
