The Treasury is benefiting from the extremely low take-up of benefits among older people. Argues some of this bonus should be ploughed back into making sure people receive what they are entitled to, rather than pursuing alleged benefits fiddlers.

Singapore's social security system through its Central Provident Fund (CPF) has gone beyond old age provisions. A British legacy, this fully funded CPF scheme has been refined into an all-purpose package for home ownership, medical, local tertiary education and asset ownership. The ageing of the elderly population will mean an increase in the numbers of people with dementia and the thrust of community care reform suggests that many of these will continue to live in mainstream and sheltered housing. This article draws upon two different research projects to explore one implication of these trends, namely the 'money handling issue's (pension collection, bill payments, etc.) raised for social services and in particular for field level welfare professionals. Looks at the administrative framework for handling the social security benefits of others. Also draws on focus group interviews with field level staff to illustrate their anxieties and concerns over issues such as money left or lost in their house. Concludes that social services authorities need to improve radically training, support and good practice guidance available to field level staff on personal finance issues.
