This consultation sets out policy proposals to protect adults and young people aged 16 years and over from discrimination on the basis of age in relation to goods, facilities and services, charities, premises, education, public functions, and private clubs and associations. The scope of the proposals is therefore broader than goods, facilities and services alone. The proposals also cover health and social care and financial services, setting out the evidence of current discriminatory practice, scope and exceptions of proposals and how these would work in practice. As part of the Promoting Social Inclusion (PSI) initiative of New Targeting Social Need (TSN), a commitment was given in the Programme for Government that the Office of the First Minister and Deputy First Minister (OFMDFM) would establish a Working Group to consider the factors that cause Older People to be at risk of exclusion. The PSI Working Group on Older People was established in 2002 and was made up of representatives from Northern Ireland departments, the wider public sector, the voluntary sector and organisations representing older people. This document sets out the approach to be taken by Government to promote and support the inclusion of older people in Northern Ireland. An action plan for the financial year 2005/06 has been established and will be actioned during the course of the year.

Age Concern Stockport started to work with older LGBT people in their area in 2000, in response to reports of discrimination in service provision because of their sexuality and their age, Since then Age Concern Stockport has worked with the PCT, the local authority and Salford University to promote a better understanding of the needs of older LGBT people. This includes healthcare, social care, housing, transport and other services across the public sector. An older people’s LGTB group has written ‘Moving Forward’, a training and resource pack for public sector agencies, published by Salford University in October 2007.

A Member’s Bill proposed by Alex Neil MSP to establish a Commissioner for Older People in Scotland was introduced in the Scottish Parliament on 20 September 2006. This paper provides an overview of the proposals to create a statutory body, accountable to the Parliament, with responsibility for promoting and safeguarding the rights of people aged 60 and over. The briefing paper contains a summary of the Commissioner for Older People (Scotland) Bill. It also covers population change and the definition of older people and an overview of some of the existing organisations working with and for older people. The briefing also covers a finance committee inquiry that considered the role, number, financing and accountability of commissioners in Scotland. This is the first version of a tool designed to help those responsible for commissioning or delivering services at a local level to compare patterns of treatment at different ages with those in other areas. The tool displays comparative information on treatment rates at different ages, and on the balance between treatment rates for different age groups. The aim is to assist local consideration of how far local practice achieves National Service Framework (NSF) for Older People standard one. The tool is intended to complement and not replace other local action on this standard.
