This supplementary guidance to the National Minimum Standards for Care Homes for Older People provides additional advice to inspectors when interpreting the relevant standards for people with dementia. It is not the intention of this guidance to replace or amend any particular standard. It does however take into account the Care Standards Act, associated regulations, NMS and relevant good practice literature.

This document provides guidance on the preparation of housing strategies that link housing to health, social care, and other local strategies. The guidance follows a whole systems approach which acknowledges that housing services are one of a number of other services that together make up the whole system that affects older citizens. All local authorities are required to have an older people’s housing strategy. This document provides a framework for producing a strategy using a sample template comprising the following sections: an executive summary; an introduction to the strategy, setting the local context; identifying the housing ingredients, needs and demand; how the current housing and service systems work; planning for the future; proposals and recommendations; and taking the strategy forward. This document is aimed at those responsible for planning and delivering the housing function, but may also have a wider audience in health, social care, regeneration and planning.

The regulatory requirements for Care Homes are set out in the Care Homes (Wales) Regulations 2002 and under the Care Standards Act. Decisions of CSIW must be justified by reference to the Regulations and must take the national minimum standards into account. It is necessary to explore the meaning of “taking into account” the national minimum standards. The national minimum standards were introduced to bring increased consistency into regulatory practice with the overall aim of improving protection and quality of life for service users. Section 23 of the Care Standards Act 2000 requires that the CSIW takes into account the national minimum standards when making regulatory decisions.

Supporting People is the new policy and funding framework for support services for people in supported and sheltered accommodation. In April 2003 Supporting People funds for the elderly and those receiving care services were transferred to the local authorities, to be administered by them as Supporting People Grant (SPG). The Welsh Assembly Government currently retains the Supporting People Revenue Grant (SPRG) scheme, which funds all other types of support service.

This report provides guidelines and recommendations for practitioners working with older people who are vulnerable to becoming a victim or who have been the victim of burglary and, in particular, distraction burglary. The suggestions raised here are relevant to practitioners dealing with older people and vulnerable groups on a day-to-day basis, and those who come into contact with older victims following a crime incident. In particular, these recommendations may be of special interest to the police, CDRPs, local authorities, other housing providers, Primary Care Trusts and organisations in the voluntary and charity sectors.

The London Older People's Service Development Programme was a unique two-year initiative, bringing together care communities from across London to work in partnership to improve primary health and social care services for older people. Using established techniques based on the successful 'collaborative' model, the programme's goal was to promote independence and optimise care outcomes for London's older people, through the delivery of person-centred, co-ordinated services. It is a major tool in implementing the National Service Framework for Older People in London, helping to take forward its aims - particularly the single assessment process - and embed them in good practice.

This examination of the extent to which carers services in Wales are accessible to Black and Minority Ethnic (BME) carers is located within the overall 'Caring about Carers - a Strategy for Carers In Wales (Implementation Plan)', a project initiated by the Welsh Assembly Government. Supported also by the Welsh Assembly Government, and carried out within the auspices of AWEMA (All Wales Ethnic Minority Association) as a BME Carers project, this study sets out to explore the needs of BME carers in Wales and the extent to which they felt that their needs were being recognised and addressed by mainstream services.
