The establishment of community care principles should have led to increased provision of independence-enhancing housing services to older people, but the trend has been in the opposite direction. A research project considered the place of housing in public health and community care planning and the potential of primary health care workers to supply information. The article identifies obstacles to change and proposes an approach which would ensure that information on housing needs was routinely collected and fed into planning processes.

Housing issues are of fundamental importance to the health and independence of older people in Britain, but this is not reflected in planning for health, housing or community care. Proposes a coordinated strategy to tackle the problems currently blocking the planning process. This includes the collection of data from front-line staff and from older people themselves and, at the heart of the strategy, a fundamentally different role for Directors of Public Health. The purpose of the report overall is to offer an analysis for consideration by those who are involved in planning at any level and to stimulate or assist debate about solutions that could benefit older people and service providers alike.
