Estimating the need for care at home: a tool for local authorities?

Under the new arrangements for community care, a critical requirement of local authorities currently planning appropriate services for people who might otherwise need residential care, is being able to assess the needs of such people in a local area. This paper describes a technique developed for North Yorkshire County Council Social Services Department using data from a national survey, the General Household Survey, to estimate the possible proportions of elderly people likely to need home based services. As an illustrations the authors use the potential need for help with shopping. The approach described has potential scope as an additional aid to planning and strategy in community care policies.
