European Union (EU) activity in relation to occupational and state pensions is increasing. Much is directed towards creating the single market and avoiding distortions in competition. The possibility that this market-oriented activity has an adverse effect on the ability of pensions to provide adequate income is seldom addressed in the UK. This new study by the authors brings together the diverse strands of EU pension-related activity and finds it has had both beneficial and adverse effects an occupational and state pensions in the UK.

Assessment of elderly people in nursing and residential care home is assuming increasing importance with a growing recognition of wide variations in the charging costs and quality of care required for individuals over time. However, there is no standard system in place for continuing assessment to inform both the development of individual care plans and broader institutional management. A study by a team at the University of Kent examined the role of assessment and addressed the potential for a standard assessment system that could be used in care homes on a nation-wide basis.

Over 300,000 people in England now live in the 12,000 residential care homes for elderly people registered and inspected by local authorities. A new study suggests there are a number of problems with the current system of discharging older people requiring housing adaptations or special equipment from hospital. Looking particular at the 'home visit' with hospital occupational therapists, when such needs are assessed, it found that pressure of resources means that safe discharge is taking precedence over consultation and enhancement of independence.

Report of a committee of inquiry into meeting the costs of continuing care, established by the Joseph Rowntree Foundation. The committee shared common values which underpinned their approach: everyone in this country, irrespective of their income or wealth, should be secure in the knowledge that if they need it, good quality care in old age will be available, with some choice on how it is delivered. The committee examined the issues and made recommendations under the following headings: the principle of entitlement; costs; the longer term problem and the need to act now; compulsory care insurance; private sector involvement; the rate for contributions; the public expenditure implications; procedures; a National Care Council; redistribution through the National Care Insurance Scheme; additional voluntary payments; the Government's proposals for partnership schemes; and adequate resources.

Survey evidence suggests that young people, older people, unemployed people, disabled people and people from black and other minority ethnic communities are underrepresented as volunteers in mainstream organisations. Researched carried out by the National Centre for Volunteering found that some organisations have addressed the barriers that face potential volunteers from these groups and secured their involvement through the adoption of practical measures and a real commitment to equality of opportunity.

A significant number of older people have a serious mental health problem which is not a form of dementia related to their age. Many are accommodated in long-stay psychiatric wards and homeless persons hostels. An exploratory study based in Edinburgh finds that few community care plans consider the special needs of this group or how they might be provided with more suitable housing.
