'Older people' form the largest group of community care users but the term does not refer to a static group: older people move in and out of user status as health and care needs fluctuate. Using a simple eight-question assessment process, five different types of support networks for older people living in the community can be identified. These assessments can in turn be used to predict the likely level of community care service use. Research by the Centre for Social Policy Research and Development, University of Wales, Bangor.

A six-month follow-up study of 23 older people returning to the community after surviving a stroke showed considerable obstacles to successful care-management and to the operation of a 'mixed economy' of care. Genuine participation by users in arranging their own care required large adaptations in establishment habits of behaviour and fundamental shifts in values.
