People affected by MS should have services: that recognise their personal dignity; that seek to maximise their personal potential;. that enable them to be fully involved in and to influence decisions about service provision; and that take account of the full range of physical, cognitive, emotional, economic and social implications of having MS; that meet agreed standards; that are subject to continual improvement; that are accessible to them when and how they need them; and that are delivered by appropriately skilled and experienced professionals; and that are provided equitably.

This study assessed the opinions of nursing directors about quality guidelines developed by the National Multiple Sclerosis Society (NMSS) to assist with the care of nursing home residents with multiple sclerosis (MS). Data were collected in a survey of nursing directors at 800 nursing facilities, with 64 nursing directors participating (8.2% response rate). Participating nursing facilities are similar to other nursing homes for facility characteristics and the number of MS residents receiving care. Large majorities of participants thought these NMSS guidelines were important to the development of care plans and staff training. However, most nursing directors were unaware of these guidelines. This guide highlights the key principles that should underlie the provision of high quality care provision in residential and nursing care homes. The Guide is aimed at managers and owners of Homes and at current and potential service users, their families and friends. It will also be of interest to purchasing and registration authority staff. People with MS often have complex care needs and it is important that staff are appropriately trained to be able to meet these needs. But the key to providing the highest quality of care is recognising and responding to the needs of people as individuals. So, while this Guide focuses on care provision as it might relate to people with MS, it also emphasises that care services within a Home need to meet the full range of physical, clinical, social, spiritual and emotional needs of each individual.

The physical and psychosocial problems experienced by people with MS are wide ranging, variable and often complex. This presents problems when defining needs and making recommendations for the provision of high quality services. There are a number of recurring themes throughout this document, reflecting those that are present for people with MS throughout the different stages of the condition. These recommendations provide a clear framework, which should inform the work of all those concerned with MS services including Primary Care Trusts (PCTs), as they lead on consulting with the community and working with social services and other agencies to decide the most effective way of delivering services to people with MS. For practical purposes we considered four phases of the condition: diagnostic; minimal impairment; moderate disability; and severe disability.
