Offenders with mental health problems are being failed by current multi-agency working arrangements according to this report. The report highlights the high level of need for integrated working, finding that out of a sample of 650 people with mental health problems referred from the police, 80% had at least one additional problem – primarily drug or alcohol dependency. By contrast, survey and focus group data drawn from front-line providers reveal local services in which the lack of time and resources leaves little room for effective multi-agency working.
