The set of national indicators (NIs) for English local authorities and partnerships underpins the new performance framework for local government and introduces a clear set of national outcomes with a single set of national indicators by which to measure them. The first official year for these indicators is 2008-09 which also form part of the vital signs set for Primary Care Trusts. The social care information presented is an update of the social care data published on the 13th August 2009 (Social Care indicators from the National Indicator Set, Provisional, England 2008-09). The report provides figures for the following indicators: achieving independence for older people through rehabilitation/intermediate care (NI125); timeliness of social care assessment (NI132); timeliness of social care packages (NI133); number of carers receiving services (NI135); adults with learning disabilities in settled accommodation (NI145) and in paid employment (NI146); adults in contact with secondary mental health services in settled accommodation (NI149) and in paid employment (NI150).

Information on indicators in the National Indicator Set relating to social care and mental health services for 2010-11 (the last year of these indicators, which are being replaced by the Adult Social Care Outcomes Framework for 2011-12 onwards) is presented in this report. It covers 8 indicators relating to promoting independence and choice, user experience, carers' services, and promoting social inclusion. The social care information is provided at council level for councils with adult social services responsibilities in England, and the mental health information is supplied by NHS trusts providing specialist mental health services.

This report collates data on the social care activity of Councils with Adult Social Services Responsibilities (CASSRs) in England. Information is drawn from two sources, the Referrals, Assessments and Packages of Care (RAP) and the new Adult Social Care Combined Activity Return (ASC-CAR). This report is new for 2008-09 and replaces a number of reports based on separate data collections that were published previously. The data is reported under the following headings: access to care; packages of care; community based services; residential care; and carers. An estimated 2.04 million contacts from new clients were made to CASSRs in England in 2008-09, down 1% from the previous year. There were an estimated 1.78 million clients receiving services, a slight increase from 2007-08. Overall 1.54 million clients were receiving home care of various kinds. Most services were received by clients with physical disabilities, frailty or sensory impairment (72%) the remaining 18% had mental heath problems; 86,000 adults aged over 18 received direct payments. Since 2003 there has been a steady decline in the number of residents supported in care homes; 229,000 in 2008-09. During the year 398,000 carers received a carer’s assessment or review.
