Under the Care Act 2014, assessments should reflect more accurately a comprehensive picture of people's needs - including how they change over time. In this film two people, one with mental health needs, the other with a physical disability, talk about their conditions, assessment, how their needs can fluctuate and the impact this has on the level of care and support they need. The film illustrates how the new requirement aims to recognise people as individuals by endorsing a much-needed degree of flexibility and responsive care, as well as offering valuable support for people with mental health and physical health conditions which may vary over time. The video is introduced by a worker from a community mental health service. She gives a practitioner perspective on personalisation, emphasising that service user and carer participation, co-production and empowerment are vital. The video introduces the work of support, time and recovery (STR) workers and shows how by giving support and time to service users they can promote recovery. Personalisation has implications for practitioners; instead of ‘treating’ people, they will need to focus on enabling and supporting the individual. This is a revision of the framework first published in 2010, and is a whole system guide that provides information, guidance and signposts in respect of personalisation and personalised services and support for people with mental health needs. The framework is organised in 12 broad sections: person-centred systems and approaches; information and advice. personal motivation and self-help; support for managing personal budgets; support for carers; fair access and equality; creative commissioning; partnership for inclusion; prevention and early intervention; leadership for all; workforce and organisation development; stories and personal accounts; and outcomes and quality framework.. Each section includes practical suggestions of things to put into place to achieve specific goals. Pointers to good practice and sources of advice and information are provided throughout.
