Since March 1993, the Department of Health has placed a set of questions on TNS’ Face-to-Face Consumer Omnibus. From 1993 to 1997 the questions were asked on an annual basis, thereafter they have been asked every third year up until 2003. The current 2007 survey follows four years after the previous survey. These surveys serve as a tracking mechanism, and in this report, the most recent results are compared with those from previous years. The respondents in the surveys were presented with a number of statements about mental illness. They covered a wide range of issues from attitudes towards, and perceptions of people with mental illness, to opinions on services provided for people with mental health problems.

In recent years, several countries have introduced powers to compel certain people with mental disorders living in the community to engage with services and undergo treatment. This paper explores what happened in the first six months after community-based compulsory treatment orders were introduced in Scotland in October 2005. It looks at how many people have become subject to the orders, the pathways to being placed on an order, the impacts on mental health staff, and resource issues. It also considers what lessons emerge for England and Wales, which will soon be introducing similar arrangements.

The report makes clear that healthcare is improving and that most patients are positive, but there remains challenges. It presses for more attention on services for people least able to look after themselves, including those with learning disabilities and mental health conditions. And more should be done to "put patients first" by ensuring that people are treated with dignity and respect and get better information about their care. For the first time, the report includes a view of performance in meeting the minimum standards for the independent sector in England.

The overall aim of the scoping study was to advise the NHS Service Delivery and Organisation (SDO) Research and Development Programme as to what further research should be commissioned in the area of services to support carers, including young carers, of working-age adults and older people with mental health problems. The five key objectives were: to define what was meant by ‘effectiveness’ and ‘cost-effectiveness’ in relation to services to support the target group, recognising that the major stakeholders will have different perspectives on, and interpretations of, these terms; to examine and summarise the evidence from published and grey literature (both UK and international) about effective and cost effective services to support the target group; to ensure that the views of key stakeholders were central to the scoping study and informed its findings and recommendations ; to draw on the evidence from the literature, and the consultation with relevant stakeholders, to identify the key gaps in existing knowledge and, where possible, to describe how these gaps are affecting development of services; and to advise SDO on which areas should be a priority for further research, taking particular note of the requirements of the two NSFs, and the concerns and issues raised by different groups of carers or their representatives.
