Psychiatric morbidity among young offenders in England and Wales

This report presents information on the mental health of young offenders from a survey of psychiatric morbidity among prisoners aged 16-64 in England an Wales. The survey was carried out between September and December 1997. It was commissioned by the Department of Health. The report brings together the data on prevalence of mental disorders among young offenders from the main report of the survey together with the results of additional analysis of service use, risk factors and social functioning which were previously only available for the prison population as a whole.

A study looking into service use by people with mental health problems in contact with the police resulted in the organisation Revolving Doors setting up a link workers scheme. The Revolving Doors Link Workers scheme aims to support and provide practical help at the time of arrest to people suspected of having mental health problems. This article looks at an evaluation of this service.

With every serious incident of violence involving a person with current or past mental health problems it is claimed that 'community care has failed.' While an increase in resources for in-patient psychiatric care will be welcomed, the reality is that many individuals with mental health needs, some of whom commit criminal offences, will be living in the community. The probation hostels are an example of such an interface, and offer an opportunity for inter-agency working. This article discusses some examples in practice.

Remand prisoners requiring urgent in-patient psychiatric treatment can be transferred from prison to hospital under section 48 of the Mental Health Act 1983. During the last decade there has been a dramatic increase in the use of section 48. However, apart from this increase in numbers and the presumed clinical benefits it brings to transferees, to date very little has been known about the overall effect of the usage of section 48. The study attempts to provide an overall picture of the patients transferred in 1992, the section 48 process and the effect this had on the ultimate disposal of transferees.
