How POPP pilots are proving their worth

Camden is one of 29 Partnerships for Older People (POPP) pilot sites which have received government money to test out 245 projects to improve care of older people. This article looks at progress in Camden, the types of projects they are running under the 'Community Interventions for Older People with Mental Health Needs' and the early findings from the national evaluation.

The new local government performance framework, in combination with the move to greater personalisation in services, creates a very new funding environment for housing with care and support. From the Public Service Agreement (PSA) on achieving settled accommodation for individuals at risk of exclusion, through to the impact of local joint strategic needs assessments and individual budgets, the principles and mechanisms of the new joint commissioning culture create more opportunities for providers to articulate the needs of the client group served, and to assert the case for more joined-up and responsive services. This may require different skills and new styles of leadership at local level, and providers who have become adept at being competitors may need to re-discover the skills of partnership. Meanwhile, new social exclusion policy frameworks are emerging for supported accommodation, which can support moves way from institutional care for those with mental health problems. This author discusses this changing environment.

The government’s 2004 Mental Health and Social Exclusion Action Plan identified parents with mental health problems and their children as one of the groups most likely to face barriers to getting their health and social care needs addressed. The section in this plan which addressed the needs of this group was Action 16. This report analyses the work of the Action 16 outcomes partnership 2005-2008, which aimed to find ways of improving opportunities and outcomes for parents with mental health needs and their children. It provides an overview of the Action 16 programme of work, its objectives and activities, and a contextual analysis of the extent of its success in achieving them. Information for the review was gathered from key documents, including policies and interviews with key stakeholders. The key message of the Action 16 programme was ‘think family’. This report describes how, through awareness-raising, sharing and disseminating knowledge and developing resources for positive practice, the Action 16 programme has influenced emerging policies and work-streams across children's and adult services to focus more clearly on improving outcomes for families.
