Meeting the housing needs of disabled children

This article is based on two pieces of work. The first, Homes Unfit for Children (Oldham and Beresford, 1998), was based on a postal survey and 40 in-depth interviews with families with disabled children. The second, due to be published by the Policy Press in the spring this year, reports the results of a programme of consultation roadshow with a range of professionals from housing, social services and health, in a series of regional consultation meetings.

This NSF includes standards covering both health and social care services, and a key theme of this Emerging Findings document is the importance of integrated working between health and social care to support children who are disabled, who have mental health problems, or who are otherwise in special circumstances. For many children this joined-up working is essential to improving the quality of their lives and future life chances. The objective of this NSF is to improve the standard of services and reduce inequalities in care and support services. It provides a landmark in the development of services for children and young people and a real opportunity to give them, and pregnant women, the best start in life to prepare them for getting the most out of going to school, to deal with the problems which all children face during their childhood and, later, to take their place as active citizens in society.

This monograph summarises the work and conclusions of an exploration into services supporting adults living in the community who have two or more significant impairments. It found that people with multiple impairments are on the margin of service structures and provision,. No professional group has responsibility for meeting their needs comprehensively. Consequently the support is not available, provision inadequate and funding is poorly negotiated between agencies.

Drawing on theories of new social movements and of citizenship, this article considers the developing place of user organisations within systems of local governance. It looks at the way in which groups have sought to assert the legitimacy both of experimental knowledge and of their position as citizens in the face of official responses which have constructed them as self-interested pressure groups. It draws on empirical research investigating local groups of disabled people and of mental health service users conducted in the first part of the 1990s. The article considers likely future roles for groups comprising of people often excluded from community.
