The standard includes the period before, during and after a person is admitted to, and discharged from, a mental health hospital. It consists of four quality statements cover: ensuring people admitted to an inpatient mental health setting have access to independent advocacy services; out of area admissions to have placement reviews every 3 months, improved communication of care plans on discharge, and for people identified as at suicide risk to received follow up within 48 hours of being discharged. It took place at a time when the Mental Health Act was under review, and the Government had published its new strategy for mental health. The strategy was followed by a National Service Framework for Mental Health, which sets standards for all agencies to achieve greater consistency across the country. During the inspection information was gathered from assessments of almost one thousand people under the Mental Health Act. It took place at a time when mental health services were being re-assessed in the light of the new national standards for mental health and this report is timely in helping local councils to evaluate services.
