A report from the Sainsbury Centre for Mental Health (SCMH) commissioned by the Scottish Association for Mental Health (SAMH) presents an analysis of the total cost of mental health problems in Scotland. The social and economic cost of mental health problems in Scotland was found to amount to £8.6 billion. Investment in health and social care was found to be £1.5 billion, or just under 17.5 percent of the total costs. The largest percentage of overall costs (55 percent) was attributed to the human costs of mental health problems. The term ‘cost’ was interpreted in the broadest sense to include any adverse effect of mental health problems, whether affecting individuals or society more generally. Some of the costs described refer to cash outlays, but others are quantitative measures of welfare or well-being to which a monetary value has been attached. Costs include NHS and social care services, informal care, private and voluntary services, sickness absence and unpaid work, and premature mortality. Comparisons are made with England and other health problems, and a case made for investing in mental health.

The Mental Illness Specific Grant (MISG) was introduced under the NHS and Community Care Act 1990, providing from April 1991 revenue grant for the development of social care services for individual with mental health problems. This study was undertaken to review those projects funded under the MISG during the first three years of the grant. A two stage evaluation was conducted. The first stage, conducted in the spring of 1995, involved an initial mapping exercise of the projects which had been funded. The second stage involved a more detailed study of 40 MISG projects. The fieldwork for this main stage was conducted between autumn 1995 and summer 1996.
