This document describes the Government’s key pledges for mental health and how its public sector reforms and commitment to a Big society will transform public mental health and mental health services. Sections are included on each of the six high level objectives agreed to improve mental health outcomes. These are: more people will have good mental health; more people with mental health problems will recover; more people with mental health problems will have good physical health; more people will have a positive experience of care and support; fewer people will suffer avoidable harm; fewer people will experience stigma and discrimination. Each of these shared objective is explained in detail, how they will improve mental health outcomes, effective interventions that are known work and the evidence base for them, what Government will do to support local action; indicators that can be used to assess progress, and the Quality Standards in development. The document is published alongside 'No Health Without Mental Health: a cross-government mental health outcomes strategy for people of all ages', which outlines the Coalition Government’s overall approach to improving mental health outcomes.

This policy document sets out the government strategy to improve the mental health and wellbeing of the population. It aims to improve outcomes for people with mental health problems through providing high-quality services that are equally accessible to all. The strategy takes a life course approach, recognising that the foundations for wellbeing are already being laid down before birth. The approach is based on: putting people who use services at the centre of things; focusing on measurable outcomes and the NICE Quality Standards, rejecting the top down approach; and empowering local organisations and practitioners to innovate. Specifically, the document: sets out clear, shared objectives for mental health; states what government departments will do to contribute to these objectives; set out how the three Department of Health outcomes frameworks – for public health, adult social care and the NHS – will require improvements in mental health outcomes; articulates how the improvements envisaged in those three frameworks will only be delivered through improvements in mental health; explains how these objectives can be achieved at both national and local levels and across agencies at a time of financial challenge; and shows that positive change in people’s lives is achievable. The strategy covers people of all ages and is specific to England.

When the mental health implementation guide was published in March 2002, it was declared: 'community mental health teams, in some places known as primary care liaison teams, will continue to be the mainstay of the system. CMHTs have an important role to play in supporting service users and families in community settings'. The emphasis in this document is on identifying the functions which CMHTs will need to perform.
