Consultation on vulnerable adults: analysis of the responses

This report describes the responses to the consultation undertaken by the Scottish Executive on vulnerable adults. There were 59 responses to the consultation from four sectors: health, local authority, legal and voluntary organisations. There was a high level of agreement with the proposals that the vulnerable adults provisions should be extended to groups other than persons with mental disorder and the possible introduction of provisions to exclude persons living with vulnerable adults, where the adult’s health is at risk. However, although many respondents agreed with the consultation questions, many attached qualifying statements to their responses which revealed the issues that respondents felt were important when framing such legislation. There was little difference between sectors and opinions could differ as much within sectors as between sectors.
