This is the second annual report on the implementation of the Welsh Government mental health strategy. The review focuses on four overarching themes, which include: promoting better mental well-being and preventing mental health problems, which covers support in schools, support for families and communities, support in the workplace, support for older people and prevention of suicide and self-harm; a new partnership with the public, focusing on promoting equality, tackling stigma and discrimination, raising mental health awareness, engagement of service users and carers and deprivation of liberty safeguards; a well designed, fully integrated network of care, looking at progress around safety and dignity, the duties set out in the Mental Health (Wales) Measure 2010, integrated services and service priorities; one system to improve mental health, focusing on financial aspects, housing and accommodation, and the physical health of people with mental health problems; and delivering for mental health, which examines the workforce development. The document also sets out the key priorities for the future, including: child and adolescent mental health services; psychological therapies; dementia; older people; and suicide and self-harm. Addressing mental health problems of children and young people in the youth justice system: policy implementation guidance

This guidance concerns children and young people aged 10 to 17 years who may have mental health problems, and who offend or who are at risk of offending. It seeks to inform planners and other key stakeholders responsible for children and young people, principally within local health boards, Welsh police forces and local authorities. It aims to support improvements in mental health provision for this vulnerable and often marginalised group of children and young people by: engaging children and young people in mainstream services through access to high quality prevention, treatment and support; ensuring all services work in a holistic, multi-agency partnership and are accountable for meeting the needs of children and young people; diverting children and young people away from the youth justice system and into services which are accountable for and able to meet their needs; ensuring that the values, attitudes, knowledge and skills of practitioners enable young people to stop offending and lead crime-free lives; and helping children and young people make a seamless transition between a youth justice sentence and an independent, crime-free life. This guidance sets out the key principles of how and where intervention is likely to have the greatest impact, by making recommendations in how best to improve service delivery responses and in how this activity should be governed. Sets out the actions required to implement the Welsh Government’s strategy to improve mental well-being of all residents in Wales, during the period 2016-19. It is second of three plans to implement the 10 year strategy. The plan also reflects changes following the Well-being of Future Generations (Wales) Act 2015 and the principles of Prudent Health and Care, providing a greater emphasis on prevention, integration and long term sustainability. The plan covers 11 priority areas. These include: improving quality of life for people, particularly through addressing loneliness and unwanted isolation; that people with mental health problems and their carers are treated with dignity and respect; that all children and young people are more resilient and better able to tackle poor mental well-being when it occurs; there is access to appropriate and timely services; and ensuring that Wales is dementia friendly. The plan is organised in a table providing details of goals, key actions and performance measures. Where appropriate, the performance measures incorporate the national well-being indicators agreed as part of the implementation of the Well-being of Future Generations Act, the Social Services Outcomes Framework and the Public Health Outcomes Framework. 'Together for Mental Health' is the Welsh Government’s all-age inclusive, whole population strategy for mental health and wellbeing, which was launched in October 2012. This first annual report is a national overview which sets out local progress against the strategy in its first year and outlines priorities for 2014. All 7 local partnership boards (based on Local Health Board area) and NHS Trusts have produced their own local annual reports. It provides examples of good practice and service provision in localities across Wales. An annex provides initial assessments of some of the High Strategy Outcome measures that were set out in 'Together for Mental Health'. (Edited publisher abstract)
