This Housing LIN Briefing No24 describes the difficulties faced by people with mental health problems who are living in insecure accommodation, the mental health services with whom they are in contact and suggests ways of ensuring appropriate care and supportecan be delivered. It is intended for providers of mental health services but is also relevant to providers of accommodation and support services, and health and social care commissioners.

This report summarises the work of the cross-government Ministerial Working Group on Homelessness since its inception in 2010 and also looks at what still needs to be achieved in relation to homeless people with complex or multiple support needs. It outlines the specific needs of homeless people with overlapping mental health, offending or substance misuses problems and the estimated costs associated with meeting these needs. It then sets out a new approach to delivering services for homeless people with complex needs. This includes locally-led commissioning of services, giving the voluntary sector a key role in working with those with complex needs, and the use of payment by results and social investment. A guide which describes effective ways of recognising and meeting the psychological and emotional needs of people who have experienced homelessness, are sleeping rough or living in insecure accommodation, in particular young people and rough sleepers with histories of complex trauma. The national policy context, the research evidence which informs developing practice, and the issues for service providers and commissioners are included. The guide also describes the common psychological problems associated with complex trauma and offers examples of treatment models available. Case studies are presented which describe a variety of existing services for rough sleepers and young people addressing emotional and psychological problems. The guide has been designed for supported accommodation key workers and managers, local authority housing options teams and managers and supported accommodation providers.
An accommodation self assessment toolkit for the socially excluded adults public service agreement

This self assessment toolkit has been developed for use by local housing authorities, in partnership with other local partners, to deliver improved accommodation outcomes for the four at-risk client groups in the Socially Excluded Adults Public Service Agreement (PSA 16) of 2007. These groups are offenders under the supervision of probation services, care leavers aged 19, adults with moderate to severe learning difficulties and adults in contact with secondary mental health services. Sections 1-4 of the checklist cover local authority corporate and membership commitments, joint working and partnership, floating/tenancy support and health issues. Individual sections on offenders; care leavers; mental health and learning disabilities then faollow. It will help in the early intervention, support, advice and information giving roles of local authority departments’ homelessness prevention policies. It can be used, in conjunction with eight PSA 16 national indicators (NI 143-150) to measure how people with complex needs are able to access accommodation as part of mainstream homelessness and identify gaps and blockages which need specific attention with regard these four groups of people at risk of being socially excluded.
