Mindful Forum was developed out of the Evaluating the Effectiveness of Psychological Therapies project. It aims to bring together information relevant to all mental health stakeholders from service users to professionals. Its main focus is to provide practical solutions for the delivery of more responsive mental health services. A forum space allows members of the Mental Health Providers Forum to submit feature full length articles and shorter pieces giving a quick overview of innovative ideas that have been put into practice. Mindful Forum readers debate the issues by providing comment feedback to the articles and bright ideas featured on the site. The resource has been developed by the Mental Health Providers Forum, representative body for voluntary sector mental health organisations working across England.

Funding and staffing of NHS mental health providers: still waiting for parity

Examines whether parity of esteem between physical and mental health is being achieved, focusing on funding and staffing of NHS mental health providers. The briefing considers the current situation based on: an analysis of the annual financial accounts of NHS mental health, acute and specialist provider trusts; an analysis of the national workforce data; a review of the Care Quality Commission (CQC) inspection reports for each of the 54 NHS mental health trusts; and a review of the board papers of eight mental health trusts covering a six-month period from January 2016. The briefing finds that that NHS mental health trusts are struggling to staff existing services on a day-to-day basis and, while actions to implement routine safe staffing levels are evolving, the lack of available staff, particularly nursing staff, at a national level continues to undermine this. Growth in income for mental health trusts did rise in 2016/17. However, despite the implementation of the Mental Health Investment Standard many trusts continue to see reductions in their income, which places constraints on staffing secondary mental health services. The paper argues that while the emphasis remains on allocating funding to support financial sustainability and improve performance in acute hospitals, the gap between growth in funding for NHS mental health providers and that for NHS acute providers will continue. The Mental Health Five Year Forward View Dashboard is a response to the recommendation in the Five Year Forward View for Mental Health to create a tool that will identify metrics for monitoring key performance and outcomes data, to hold national and local bodies to account for implementing this strategy. It includes a suite of metrics based on the proposals in the Implementation Plan and is structured around the core elements of the mental health programme: children and young people’s mental health; perinatal mental health; adult mental health: common mental health problems; adult mental health: community, acute and crisis care; secure care pathway; health and justice; suicide prevention. The dashboard also includes metrics on employment and settled housing outcomes for people with mental health problems. (Edited publisher abstract)

This information and advice pack on self-advocacy is designed to be used by inpatients in adolescent psychiatric units, and includes ‘Twelve Power Tools’ and a jargon buster guide. Designed by Advocacy in Somerset, it provides information on young peoples’ rights, what the law says, who they can talk to, what to do if they are not happy about their treatment or care, and gives tips on how to speak up and get others to listen. The toolkit is founded on three principles: young people's right to know and request information that is balanced and accurate; their right to express their views and to be fully heard in matters relating to them; and that supporting them to access and explore these rights will ultimately lead to improved trust and communication between them and the adults involved in their care.
Testimony: inside stories of mental health care

Testimony is a Mental Health Media project supported by the Wellcome Trust. In 1999 over 50 users or former users of the British mental healthcare system were filmed talking about their experiences of care between the 1930s and 1985. Testimony aims to use this material to increase understanding and challenge attitudes towards those who use mental health services. The resource section gives access to articles on the history of the asylum in the 20th century and the growth of the service user movement. The archive section provides all interview transcripts from the original Testimony archive.
