This film is about the sexual abuse of a man with learning disabilities in a care home. The events portrayed in the film highlight the importance of responding quickly and appropriately to signs and signals around adult abuse. The film and accompanying guidance notes are designed as a learning tool to raise the awareness of anyone who may come into contact with people with learning disabilities, whether in a health or social care setting. An important issue that is considered is the right of vulnerable people to have equal access to the criminal justice system.

The Supporting People programme, which began on 1 April 2003, was designed to separate out the costs of bricks-and-mortar housing (which, where needed, would continue to be paid through Housing Benefit) from the costs of the support necessary to enable vulnerable adults to attain or maintain independent tenancies. For people with learning disabilities, this new funding mechanism appeared to offer a much-needed opportunity for some of the changes set out in the 2001 Valuing People White Paper to be made a reality. This research project set out to examine how local Supporting People teams were interpreting national guidelines in relation to the provision of housing-related support and to explore the impact that this was having on people with learning disabilities. It also hoped to discover the extent to which the Valuing People core aims – of promoting rights, choice, independence and control in the lives of people with learning disabilities – were being supported by this new programme.

The report identifies the continuing increase in the number of adult protection referrals and the workload associated with this. It is likely that this reflects in significant part the increased awareness of staff working with vulnerable adults (and their concerned families). Another key finding of the report is that the largest number of referrals across Wales over a number of years are consistently for older people, followed by those for people with learning disabilities.

The Pentru Voi Fundatia (For You Foundation) is a private, non-governmental organisation dedicated to improving the quality of life for adults with intellectual disabilities in Timisoara, a city in western Romania. It is based on a model of sustainable inter-disciplinary community development which seeks to improve the general welfare of the community while also providing services to a specific vulnerable population. The Pentru Voi Bakery is one of many inter-disciplinary initiatives, providing real employment for mentally handicapped adults and a valued service for a local community. At the same time it has served to help break down continuing the stigma attached to mental handicap. A joint publication from the London Housing Federation, Housing Corporation and Mayor of London, this new report shows that London has a serious shortage of specialist supported housing suitable for certain socially-excluded groups of people. The report estimates how many extra homes with support are needed for London’s vulnerable residents, and how many will be needed in 10 years’ time. It finds that London needs 4,421 additional supported homes, rising to 5,874 by 2017. More than 70 per cent of these are for socially excluded people with the remainder split between people with disabilities or learning difficulties, and older people. East London has the greatest need for all kinds of supported housing, owing to higher levels of deprivation and a fast-growing population.
