Learning disability strategic action plan 2022 to 2026

This action plan sets out the Welsh Government's overarching strategic agenda for the development and implementation of learning disability policy for the remainder of the current term of government, 2022 to 2026. The action plan (and associated delivery plan) is a living document and will be updated to reflect any changes to priorities and circumstances as they arise. It is designed to be flexible and contains actions that can reasonably be expected to be achieved given the ongoing focus on pandemic recovery and limits on available resources. Priority areas identified in the plan include: overarching/cross-cutting, including cross-government activity that may not sit in one specific area; COVID recovery; health, including reducing health inequalities and avoidable deaths; social services and social care; facilitating independent living and access to services through increased access to advocacy and self-advocacy skills, engagement and collaboration; education including children and young people's services; employment and skills; housing - appropriate housing, close to home, access to joined-up services; and transport. This Mental Health Action Plan aims to improve people’s experience of mental health services in Northern Ireland and ensure the health and social care system work better to be able to improve people’s experience. The actions in this plan fall into three broad categories: immediate service developments, longer term strategic objectives and preparatory work for future strategic decisions. The first category aims to provide fixes to immediate problems and immediate service developments where there has been an identified immediate need. This includes, for example, consideration of alternative methods of working for the mental health workforce to respond to the immediate, and significant, workforce pressures. The longer-term strategic objectives aim to fulfil future strategic needs and includes, for example, a workforce review to consider how the mental health workforce should be structured. The third category relates to preparatory work for future strategic directions. This includes, for example, development of an action plan for the use of technology and creating better governance structures. The document also contains a COVID-19 Mental Health Response Plan as an annex, which outlines key areas of intervention during the pandemic to help and support the population as a whole. The white paper Valuing People is about improving the lives of people with a learning disability. One of the most important parts of Valuing People is about employment. Valuing People says that more people with a learning disability should have the chance to try paid work. Partnership Boards have to write a plan for employment in their area. This is called an employment strategy. Partnership Boards need to write their employment strategy. A whole range of employment and service options should be in place by 2003/04. Mencap wants to help Partnership Boards to carry out the ideas about employment in Valuing People. Mencap thinks that if somebody with a learning disability wants to work, they should be given the chance.

The White Paper sets out how the Government will provide new opportunities for people with a learning disability, their families and carers. It is underpinned by four key principles: Legal and civil rights, people with learning disabilities have the right to a decent education, to grow up to vote, to marry and have a family, to express opinions, with help and support where necessary; Independence the starting presumption should be independence, rather than dependence, with public services providing the support needed to maximise this. Choice - people with learning disabilities want a real say in where they live, what work they should do and who looks after them; inclusion - enabling people with learning disabilities to do those ordinary things, make use of mainstream services and be fully included in local communities.

Valuing People outlined ambitious plans for improving services for people with learning disabilities in England. Strategies to realise these goals were to be taken forward through the new structure of learning disability partnership boards, based in the first instance on local joint investment plans (JIPs). Reports findings from an analysis of the first round of learning disability JIPs compiled as the implementation of the White Paper began, and reviews the implications for the development of robust local strategies and action plans.

This is the report of the People with Learning Disabilities and Autistic People Advisory Group, established to make recommendations to feed into the work of the Social Care Sector COVID -19 Support Taskforce. The report calls for an end to the ethos of doing things for or to people, and instead embedding the practice of coproduction into all COVID-19 planning both locally and nationally. The Advisory Group’s highest priority recommendations are that government should commit to accessible guidance and communications for people with learning disabilities and autistic people, and their families, being issued with or very soon after all future COVID-19 guidance; restore, maintain and adapt the support for individuals and families already assessed as having eligible needs; urgently identify and provide the level of resources needed for councils or CCGs to financially stabilise provider organisations at risk of collapse; reduce isolation and loneliness for people with learning disabilities, autistic people and their families, through expanding the reach of NHS and other volunteering programmes, and COVID-19 hubs, to people with learning disabilities and autistic people, and investing in a national awareness campaign encouraging and enabling communities and mutual aid groups to be more inclusive and supportive; and reach individuals and families who don’t receive social care support or organise their own, but who are isolated or in crisis.
