A practical booklet for people with learning disabilities who are cared for by an older person in their family. It aims to help the family live together now, and also to think about things that may need to be done in the future. This booklet provides: good questions to ask; things that can help you now and in the future; and some of the people who can help you. It also looks at how to get ready for emergencies. Boxes to tick and write in are included throughout the booklet, providing a useful list of things to do or find out. Guidance for practitioners in Liaison and Diversion services who are working with people with learning disability, autism or both. It aims to support practitioners to anticipate and prevent discrimination against people with learning disabilities, which could put them at a significant disadvantage when trying to navigate the youth or criminal justice system. The guidance includes information on identifying and screening people with learning disability or autism and providing relevant support. It also lists recommended actions in relation to service development and how best to supporting the needs of people with a learning disability. Older adults with intellectual disability: the National Institute for Health and Care Excellence (NICE) guidelines

In April 2018, the National Institute for Health and Care Excellence (NICE) published guideline NG96, Care and support of people growing older with Learning Disabilities. NICE uses the word learning disability as the label for people who have an IQ < 70 and impaired adaptive functioning before the age of 16 years. People with mild intellectual disability without an obvious syndrome, have a life expectancy similar to the general population, though they are at increased risk of dementia. The most commonly known syndrome is Down Syndrome, and although survival is expected to be poorer in later life, they can still live into their 60s. It is therefore important that clinicians who look after older adults are skilled in caring for people with more obvious forms of intellectual disability. This guide has been commissioned by the Transforming Care programme, which aims to improve services and support for people with a learning disability, autism, or both, who may display behaviour that challenges. The guide provides advice on understanding and applying the concepts of ordinary residence, and is applicable to all adults whose care is commissioned in an area that is different from where they hold ordinary residence, including those whose services are governed by the Mental Health Act. Sections cover: the basic rules of ordinary residence and establishing ordinary residence for people with capacity and those who lack capacity; leaving hospital – covering hospital discharges, and Section 117 aftercare; miscellaneous provisions, including transitions from children’s to adult social care; and disputes. The guide has been endorsed by the executive council of the Association of Directors of Adult Social Services in England (ADASS) for use with all adults. (Edited publisher abstract)

An online guide for local authorities providing advice on what they need to do to maintain EHC (education, health and care) plans for 19- to 25-year-olds with special educational needs and disability (SEND). Although young people with SEND are not automatically entitled to maintain their EHC plans after they turn 19, some may need more support to complete their education and training and successfully transition to adulthood. The guide provides advice on how to support 19- to 25-year-olds to meeting their educational and training needs, such as a finding supported internship, access further education; access to funding for those with no EHC plan; supporting a young person’s health and social care; and including young people in decision making. This report comes out of a programme by the Mental Health Commission for Scotland which aimed to find better ways of communicating with service users from black and minority ethnic (BME) communities and to develop awareness of BME issues. During 2003-04 the Commission visited 5 national and 15 local organisations across Scotland with a specific focus on BME issues. This document is based on issues emerging from these visits. The aim of the report is to contribute to awareness and debate of issues affecting BME service users, leading to more culturally appropriate services for individuals. A number of key areas for service development are identified within the report, including: the need for more pro-active mainstreaming of services for BME people with mental disorder; improved access to interpreting services for patients; and more appropriate care settings, especially in relation to single sex accommodation. The report provides examples of good practice, and recommendations for actions for the Commission itself and for the range of providers, inspectorates and other agencies involved in ensuring the quality of mental health and learning disability services.

Guidance for care providers and their teams who are planning for how best to manage their capacity across inpatient and community mental health, learning disabilities and autism services during the coronavirus (COVID-19) pandemic. It aims to support existing contingency planning for a range of resource-constrained scenarios. It outlines some principles that should be followed when responding to the pressures of COVID-19 in the mental health/learning disability and autism system and what should be considered in order to maximise capacity across services when needed. It also includes additional considerations specific to services for people with a learning disability and/or autism. The guidance will be relevant for a range of professionals, including commissioners, providers, social workers, local authorities, experts by experience and others who may be involved in pathways of care. This guideline provides practice advice for the care and support for adults with learning disabilities as they grow older. It covers care and support in all settings and aims to support people to access the services they need as they get older. The recommendations cover support needs, assessing and managing health needs, planning for the future, and supporting access to services including health, social care, housing and end of life care. The recommendations advise health and social care workers to help organise regular health assessments for older people with learning disabilities and to giving people with learning disabilities clear and regular information to help people get the help they need and prevent late diagnosis of age-related conditions. It also advises local authorities to ensure there are opportunities for people growing older with learning disabilities to socialise and be active in their communities. (Edited publisher abstract)

The Multiple Needs Assessment and Care Management Package is a 27 page document which is designed as tool for the assessment of homeless people with mental health problems. It is accompanied by assessment forms contained on a 3.5” computer disc. The pack looks holistically at the presenting needs of an individual. It also enables assessors to: prioritise client needs; action those needs appropriately; and, to develop an effective evaluation process, i.e. working with clients on achievable, realistic goals, with scope for re-negotiation as required. The pack is designed on the assumption that the Assessor is competent in assessment practice and has a good understanding of the parameters that are involved.
