This report describes a two-year action research project running from January 2002 to December 2003, funded by the Foundation for People with Learning Disabilities. This research, commissioned by the Learning Disability Coalition, shows that the demand for services for people with learning disabilities is increasing by between 3.2% and 5.5% per year which exceeds the government estimate of 1% per year. It is suggested that there will be sustained growth in the need for social care services for adults with learning disabilities from 2009-2026.
The health of people with learning disabilities in the UK: evidence and implications for the NHS

Presents a comprehensive review of the UK research literature on the health needs of people with learning disabilities, and the response of mainstream health services to those health needs. Searches were conducted on computerised databases Medline and PsycInfo; hand searches of publications; and consultation with UK researches in the field of health and people with learning difficulties. Publications written in English, focusing on matters relating to health among people with learning difficulties in the UK, published in peer-reviewed journals from 1990 onwards were included in the review. Evidence from the review demonstrated that people with learning difficulties in the UK have significantly poorer health than the UK population generally. Despite these health needs, people with learning difficulties receive poorer support from mainstream health services, across primary care, hospital services and screening programmes.
General hospital care for people with intellectual disabilities

Purpose: The purpose of this paper is to explore the extent of compliance of commissioners and providers of hospital services in England with their duty under equalities legislation to be aware of patients with intellectual disabilities as a first step to making appropriate provision for their consequent specific needs. Design/methodology/approach: National survey of healthcare commissioners undertaken as part of an annual learning disabilities services audit. Findings: In total, 41.4 per cent of local areas were unable to supply information about numbers of people with intellectual disabilities among those admitted to hospital, 46.7 and 48 per cent, respectively, could not supply this information about out-patient and accident and emergency department attenders. Figures supplied by those able to provide data varied very substantially and overall were so low as to suggest considerable numbers had been missed. Research limitations/implications: The study is testing what local health commissioners are able to find out from hospitals. The authors do not know the accuracy of the data they reported. Practical implications: The study suggests approaching half of healthcare commissioners in England have little or no information about the extent of proper adjustment of hospital care for people with intellectual disability in their area. Their responsibility to assure this has been repeatedly asserted by government. Social implications: The study indicates a need for more work to improve hospital care for people with intellectual disabilities. The mental health of children and adolescents with learning disabilities in Britain

The above-average occurrence of mental health problems among children with learning difficulties may not be linked to their condition. The study, which has been carried out by the Foundation for People with Learning Disabilities found the higher rate of mental illness could instead be a consequence of life experience. Eric Emerson, professor of disability and health research at Lancaster University, who was involved in the study, said children with learning difficulties were more likely to experience poverty, social exclusion, neglect and abuse than other children.This had large implications for the way services were provided for the group.
