This report details the follow up joint inspection of Scottish Borders Council and NHS Borders by the Social Work Inspection Agency and the Mental Welfare Commission for Scotland. The focus on the inspection is to verify the implementation of their action plan for services for people with learning disabilities. The action plan itself is the response to the Social Work Services Inspectorate and Mental Welfare Commission Reports (May 2004) into the abuse of a number of vulnerable adults with learning disabilities in the Scottish borders region.

Developmental differences in understanding the causes, controllability and chronicity of disabilities

The present study explored typically developing children's (n = 77) understanding of the causes, controllability and chronicity of disabilities. Children in each of four age groups (45 years, 67 years, 910 years and 1112 years) were interviewed to explore their ideas about children with physical disabilities (minor: missing thumb; major: wheel-chair bound), sensory disabilities (blindness and hearing loss), learning disabilities (non-specific and Down syndrome) and emotional/behavioural difficulties (attention deficit hyperactivity disorder and lack of social skills). Significant age differences were found in children's understandings of the causes, controllability and chronicity of disabilities. Furthermore, children showed a greater understanding of salient disabilities. Findings are discussed in terms of developmental changes and the role of experience in shaping children's understanding of disabilities.

The National Care Standards Committee was set up by the Scottish Government to develop national standards in collaboration with a number of working groups including service users and service providers. They are designed to be from the point of view of service users to help them to understand what they can expect from the service provider. They may also be of use to service providers to help them know what is expected of them. The standards in this publication cover care homes for people with learning disabilities. These services provide accommodation together with nursing and personal care or support to people with learning disabilities. People with learning disabilities have the same rights and responsibilities as other people. These standards aim to make sure that people with learning disabilities keep these rights and responsibilities when they are staying in a care home. The standards are grouped under 4 headings: before moving in; settling in; day-to-day life; and moving on.
"Go for it!": supporting people with learning disabilities and/or autistic spectrum disorder in employment

This report aimed to investigate the employment support available for people with learning disabilities or autistic spectrum disorders (ASD) in paid and unpaid jobs in Scotland. The study aimed to map the nature and availability of employment support; to identify aspects of good practice; and to explore the direct experiences of individuals and their families. The study used both quantitative and qualitative methods and involved a review of the literature published in the past 5 years; telephone interviews with 10 key stakeholders; a postal questionnaire survey of 204 employment support providers; in-depth qualitative interviews with 15 supported employees, their families and 10 employees. The report concludes that there is some way to go before the aspirations of people with learning disabilities or ASD for real paid jobs are met. Examples of good practice were identified and, while the results were life changing for the individuals involved and their families, supported employment as originally intended was not being put into practice. There is a need for a more strategic and coordinated approach to developing and funding supported employment in Scotland so that its implementation can be more widespread.
Transparent or opaque?: disabled people in Scotland describe their experience of applying for Disability Living Allowance

Disability Living Allowance (DLA) is a UK social security benefit designed to meet the extra costs associated with disability. It has been suggested that some people with disabilities who are eligible for DLA do not claim the benefit, and amongst those who do claim there are inconsistencies of award decision-making. The aim of this research was to establish the level of knowledge relating to DLA amongst disabled people in Scotland and to explore the process of application from the perspective of those involved. Questionnaires were distributed through voluntary organizations. Six hundred and six completed questionnaires were received. Almost all respondents (97%) found the form difficult to complete. Many respondents indicated that they could not have completed the forms themselves, particularly those with learning disabilities, mental health problems and/or difficulty concentrating. Many applicants believed that decisions were inconsistent and often based on inadequate understanding of individual circumstances. A significant number of applicants (42.9%) who were subsequently awarded the benefit were turned down on their first application. The findings of this study suggest that the Scottish Parliament should ensure that disabled people have access to advice and guidance about welfare benefits irrespective of whether potential applicants are in contact with social work departments. More generally, the findings prompt questions about how the additional costs associated with disability are managed elsewhere. Social workers should be proactive in providing information and advice relating to welfare benefits in Scotland and in other countries.

In December 2002 the Mental Welfare Commission for Scotland conducted a consultation with a wide range of service providers that aimed to identify key areas of development for our work. One of the key themes that came out of the consultation was the need for us to find better ways of communicating with service users from black or minority ethnic (BME) communities. The aim of this report is to contribute to awareness and debate of issues affecting BME service users, leading to more culturally appropriate services for individuals. There are also recommendations for actions for the Commission itself and for the range of providers, inspectorates and other agencies involved in ensuring the quality of mental health and learning disability services.
Youth South Asians with learning disabilities: still socially excluded?

This paper report on a study undertaken in Glasgow of young South Asian people with learning disabilities and their carers, and explores the extent to which they are socially excluded. Although there is an increasing political emphasis on the inclusion of people with learning disabilities, the families concerned continue to experience isolation, both socially and in terms of service provision. Access to service is often problematic, because of linguistic and cultural barriers and families appear to be reluctant to use day centres. Young people with learning disabilities themselves feel stigmatised, while carers are in need of support, and also apprehensive as to the future care of their children. Although government is promoting a range of relevant initiatives, young South Asians with learning disabilities continue to be an excluded group.
