Citizen Advocacy, with its aim to empower, has the potential to transform the lives of people with learning disabilities, but an inevitable consequence of client empowerment is professional disempowerment. Professional workers are unlikely to relinquish power, control and influence without some resistance. This article seeks to show there are a number of ways for statutory agencies to neutralise the effect of citizen advocacy.

The purpose of this three month study was to explore the views of people with learning disabilities who use services and their carpers. The overall picture that emerged was one of social isolation with many people in rural and urban settings and having few friends outside family and system. Everyone made use of community services, but this was often part of a group or with a staff member.

This report argues that a 'modernised' housing and support system for people with learning disabilities should encompass the following principles: citizenship and civil rights; supported living models such as 'active' support; person centred planning; access to other services such as employment, continuing education and supported leisure activities; coherent and flexible funding; and regulatory reform.

This article deals with the resettlement of people with learning difficulties from Scottish hospitals. First it outlines the policy background, tracing the rise and demise of the long-stay institution. It then reports on a study examining current resettlement policies in Scotland, where there is no national closure programme. The research found that resettlement is largely in disarray, with particular difficulties in planning, financial arrangements and inter-agency collaboration. Argues that there is a great risk of hospitals being perpetuated or reconstructed, particularly through the activities of NHS Trusts, and of people with dual labels remaining resident in them for years to come.

Knowledge of what makes for quality in adult learning disabilities services does not cascade directly down into grassroots practice. It is instead severely filtered and variously diluted through layers of national policy, local strategy and administrative complexity. In the current difficult climate, quality is not obtained without exposure to the strains and stresses inherent in the dynamics of the health and welfare bureaucracies and their attempts at partnership. Following a largely chronological and descriptive account of attempts to change and develop services in the Greater Glasgow area in the mid-1990s, consideration is given to the effect of these 'filters' in the context of the Greater Glasgow Joint Learning Disability Project.
