An evaluation of Prioritise Me

This short report presents the findings from an evaluation of the Prioritise Me training programme. The aim of the Prioritise Me project was to support vulnerable people who are energy consumers in genuinely creative ways, and to support capacity and understanding for people with learning disabilities and/or autism. Prioritise Me aimed to provide accessible and interactive advice and training about energy use and the energy market where understanding was limited; to develop accessible ideas and resources through piloting innovative work with University design and evaluation partners; and to engage people to speak confidently to energy providers, giving maximum impact for vulnerable adults in South Yorkshire. The evaluation indicates that the rationale and initial concept for the project has been validated: the importance and effectiveness of co-production of materials and training in this context has proved itself, and the materials produced have been both innovative and useful. Further, it has been demonstrated that the materials produced by the project have the potential for much wider application, not only for vulnerable groups but for a much wider section of the public, and not only locally but also at a regional level and nationally. Significant Incident Learning Process (SILP) – the experience of facilitating and evaluating the process in adult safeguarding

Purpose: In recent years a variety of methods have been used to review cases where a vulnerable adult has died or been seriously harmed, the method chosen largely depending upon whether a single agency or multi-agency approach is required. Serious Case Reviews (SCRs) are more frequently used in cases requiring a multi-agency approach; however, their effectiveness in terms of being timely, value for money and a means of learning lessons has been questioned. Safeguarding Adult Boards (SAB) in the East Midlands have sought alternative means for reviewing some cases including the Significant Incident Learning Process (SILP). The purpose of this paper is to explore the experience of facilitating and evaluating a pilot SILP. Design/methodology/approach: The paper explores the purpose and function of the SILP and then examines the process of facilitating a “live” event. A range of issues are explored including who should be involved, concerns around participation and working alongside criminal/police investigations and/or therapeutic intervention. Findings: The findings are discussed and highlight the need for skilled, independent facilitators and robust “ground rules”. The paper evaluates the process and makes recommendations for further use of SILP. Originality/value: This paper explores a new approach to reviewing cases previously reviewed using SCR, as such it will be of interest to all agencies and organisations represented on SAB. The evaluation of the SILP found it to be favourable in comparison with SCRs in terms of cost, being a process that can be completed within three months of an incident occurring and in terms of timely dissemination of lessons learned. Mental capacity and deprivation of liberty

Final report from the Law Commission's review of the Mental Capacity and Deprivation of Liberty Safeguards (DoLS), which considered how the law should protect people who need to be deprived of their liberty in order to receive care or treatment and lack the capacity to consent. The review found that DoLS were overly technical and legalistic, often failed to achieve any positive outcomes for the person concerned or their family, and could not deal with the increased numbers of people considered to be deprived of their liberty following the Cheshire West ruling. The report provides recommendations for the reform of the legal framework and proposes that the DoLS should be replaced by a new scheme, the Liberty Protection Safeguards. The proposed scheme would cover a broader group of people, including any setting that might give rise to a deprivation of liberty and would also cover 16 and 17-year-olds. A draft Bill attached to the report provides details of the new scheme. The draft Bill also includes amendments to other parts of the Mental Capacity Act to provide increased protection for people whose rights to respect for their private and family life and their home, whether or not they risk being deprived of their liberty. The Law Commission also recommended that the Liberty Protection Safeguards should be accompanied by the publication of a new Code of Practice covering all aspects of the Mental Capacity Act. Identifying the extent of challenging behaviour in adult learning disability services

This article presents one part of the findings of an ongoing study that set out to investigate and explain the extent of challenging behaviour in twenty-one social service run day and residential services in one large county authority in England. This part of the study reports on staff perceptions of problematic behaviour from service users. It uses staff reports of levels of problematic behaviour as indicative of potentially challenging behaviour. The study uses an adapted version of an established instrument, the BPI (Behaviour Problems Inventory), as a survey tool completed by staff for all service users in a one-month period (January 2000). The findings of this exercise are based on 1,390 service users, near to a census at the time of the survey. The study shows ‘non-compliance’ to be the most problematic and prevalent behaviour from the point of view of staff. Overall the research illustrates a split between the majority of service users who present staff with problematic behaviour in a relatively minor to moderate way and a small group of individuals (less than 2 per cent) who present much more extreme behaviour. Brief reference is made to other data collected in the study when it helps in the interpretation of the behaviour patterns identified by the BPI.
Costs and benefits of the supporting people programme

The Supporting People programme was launched in April 2003 to help vulnerable people to gain and retain independence by remaining in their own home. Supporting People services can help prevent or defer more costly support services, such as residential or nursing home support, hospitalisation, or use of temporary accommodation. This study was commissioned by the Welsh Assembly Government to measure the costs and benefits of the Supporting People programme. The research combined desk-based literature reviews, stakeholder consultation and economic modelling. Data were collected on costs and numbers of service users in the financing year 2005-2006. The following client groups were looked at: women seeking refuge from domestic violence; people with learning disabilities; people with mental health problems; people with alcohol dependency; problem drug users; young single homeless and young people leaving care; ex-offenders; homeless or potentially homeless people; and older people. The modelled savings to the public purse were grouped into the following thematic areas: health; independent living; social care; homelessness; and crime. The total financial benefits as a result of Supporting People modelled in this study were £180,064,389. This compares to a total modelled spend of £107,091,845. It should be noted that the model adopts a cautious approach to estimating the impact of Supporting People on the public purse and the findings can be considered to be conservative.

Training in joint investigation of alleged crimes against people with learning disabilities in Northern Ireland

Reports on the evaluation of a training event conducted by the Police Service of Northern Ireland (PSNI) and the Homefirst Community Trust. Participants' attitudes were measured prior to and following the training, which was designed to increase awareness of the knowledge and skills necessary for effective joint investigations of alleged crimes against vulnerable adults.
