Due to different local structures, Northern Ireland has no partnership boards and so an alternative way of involving people is needed. This article describes an initiative to give adults with learning disabilities a formal platform to comment on policies affecting them through a shadow local council.
People with a learning disability as trainers: evaluation of a values based pilot training programme

This article presents the findings of an independent evaluation of a pilot project in Northern Ireland called 'Telling it like it is!' (TILII) conducted over a 2 year timeframe (2005–2007). Seven people with a learning disability were recruited and trained as TILII trainers. With the help of a project facilitator, they designed and presented a values based training programme for staff working in learning disability services. For the purposes of this evaluation, 12 training sessions were evaluated by 119 course recipients who completed feedback forms at the end of the training session they attended. Comments were documented qualitatively and responses were thematically categorised. In addition, semi-structured interviews were conducted with the TILII trainers. Eight course participants also participated in semi-structured interviews. Findings clearly demonstrate that the trainer role has had a positive impact on the trainers; empowering them to become self-advocates and increasing their confidence and interpersonal skills. Course recipients reported that the training was an effective tool for gaining a better understanding of people with learning disability's perspective of their own needs and wishes, and highlighted the values that staff should demonstrate in their work. Additional follow-up evaluation to assess the long-term impact of this training in practice is needed, however it is hoped that more projects of this nature will be adopted in the future.
Engagement and inclusion of individuals with a dual sensory loss and learning disability in the assessment process – staff perspectives

Dual Sensory Loss and learning disability is a historically neglected area of social work practice. This paper presents one element of a research study conducted with a health and social care provider in Northern Ireland. It explored staff experiences of assessing adults and children with a dual sensory loss and learning disability. Two sensory disability team managers, eight social workers and two rehabilitation officers were interviewed across sensory disability, learning disability and children with disability teams. Current levels of engagement and ways in which more inclusive services and practices could be developed were explored. Staff views indicate that there is minimal engagement between staff and service users with unique, complex needs. Staff use a range of tools, resources and skills in an attempt to promote inclusion and engagement. The paper concludes that to promote engagement staff need to develop their practice, making effective use of tools and resources. Staff skills and knowledge can be enhanced through training which is targeted, relevant and specific. There needs to be commitment to sharing good practice and cascading learning throughout teams. This will enable service users to have input into their own assessments which will form the cornerstone of all ongoing interventions. (Edited publisher abstract)

This Service framework for learning disabilities is one of a set of Service Frameworks which sets out standards for health and social care to be used by service users and carers, to help them understand the standard of care they can expect to receive in Northern Ireland. The Service Framework for Learning Disability aims to improve the health and wellbeing of people with a learning disability and their carers and families by promoting social inclusion, reducing inequalities in health and social wellbeing and improving the quality of health and social care services. The Framework sets standards in relation to: Safeguarding and Communication and Involvement in the Planning and Delivery of Services; Children and Young People; Entering Adulthood; Inclusion in Community Life; Meeting General Physical and Mental Health Needs; Meeting Complex Physical and Mental Health Needs; At Home in The Community; Ageing Well; and Palliative and End of Life Care. Each standard is accompanied by a statement on what the standard is intended to achieve. It also sets out the evidence base and rationale for the development of the standard and the performance indicators that will be used to measure that the standard during the three year period 2013 - 2016.
