Imposed identities and limited opportunities: advocacy agency staff perspectives on the construction of their clients with intellectual disabilities

Intellectual disability is commonly conceptualised as stigmatised identity; however, within the literature, the notion of a damaged identity is contested. The aim of this research was to explore the social construction of intellectual disability from the perspective of staff who work closely with people with intellectual disabilities. Informed by a contextualist perspective, this research was based on interviews with five staff members of an advocacy agency in a regional area of Australia. Causal layered analysis was used to deconstruct the interview data. Analysis of the interactions that emerged across the causal layers revealed a complex dynamic of world views, which served to dehumanise people with intellectual disabilities and blame them for their own fate (victim blaming). For transformative change to occur, understandings of the ‘problems’ of intellectual disability must be reformulated and those social structures and processes that support the relationship between the powerful and the powerless must be challenged. Seven people with learning difficulties were interviewed about their perceptions of staff in services they use. Three major themes emerged, which were perceptions relating to the physical presence and absence of staff; the emotional impact of interactions with staff; and the political impact of interactions with staff. It was found that the participants had only superficial knowledge of staff identities and roles, and of service systems and structures, and consequently lack the knowledge and awareness necessary to negotiate what these roles might be, or even that negotiation might be possible. The findings are discussed in relation to a developmental model of empowerment, and empowerment issues generally.
Moving from long-stay hospitals: the views from Northern Irish patients and relatives

A cohort of 68 persons had been resettled from a long-stay hospital over a 5 year period, with over 90 percent moving to residential and nursing homes. Interviews were conducted with 39 residents and 34 relatives. Residents had more likes and fewer dislikes about their present accommodation than about the hospital. Nearly all were happy to have moved. A minority of families had been unhappy before the move. After the move, all families felt the residence was at least equivalent to the hospital, with most rating it as much better. Families liked the staff, the atmosphere, the buildings, and the individual rooms. They disliked the congregated living models, the failure of people to move on, and the dearth of social networks. Recommendations include increased awareness of new housing and support options, regular reviews of clients' needs and aspirations, and opportunities for access to independent advocacy services.

Both social capital and social inclusion have emerged as significant concepts for human services in the last decade and yet their inter-relationship remains largely unexplored. This article argues that, whilst they are similar in their vision for a healthy society, they adopt sufficiently different perspectives to stimulate and challenge each other. This can be well illustrated by reference to services for people with a learning disability. Commissioners and providers of learning disability services are encouraged through this article to harness both concepts in order to assist in the process of modernizing services and increasing life opportunities for the people they support. It is argued that it is not possible to understand the full consequences of adopting either theoretical position without an adequate understanding of the other. Examples are given of the implications of this for advocacy services, day opportunities, rural communities, transition and staff training.
