Valuing people now: summary report March 2009-September 2010: including findings from Learning Disability Partnership Board self assessments 2009-2010

All 152 Learning Disability Partnership Boards produced an annual report setting out the progress they made from April 2009 to March 2010. The information from these was used by nine Regional Boards to create summary reports for each region. This report brings together the key findings from the regional reports and additional national data to illustrate progress achieved in delivering Valuing People Now (the three-year strategy for people with learning disabilities published by the Department of Health in 2009). It provides summary information about the local Partnership Boards reports, key findings on the priority areas of health, housing, and employment, and progress in other areas including personalisation, transition, including everyone, hate crime, and advocacy. It also identifies further progress needed and provides examples of good practice at a regional and local level.
Supported living: making the move: developing supported living options for people with learning disabilities

Many local authorities have changed services from residential care to supported housing for people with learning disabilities. Much of this change has focussed on achieving wider access to welfare benefits and having a tenancy. The aim of supported living to achieve choice, control and community inclusion has been much less of a focus. The result has been a focus on the housing ‘mechanics’ and as a consequence housing rights are often denied in practice, institutional practices continue in supported living and community inclusion and networks are not achieved. Over the coming 3 years, the NDTi Housing and Social Inclusion project will explore how to challenge and overcome some of the barriers that stop the shifting of resources from residential care to make the move towards real supported living. This paper has been written to promote discussion, debate and understanding about the obstacles that currently prevent adults with a learning disability from living in their own home in the ways that they want. Its objectives are to provide information that will help local people and organisations change and improve how they develop and deliver housing and support, and also to help inform national debate and discussion about how the policy and regulatory framework could change to help achieve this objective.
Core human rights concepts in Irish health and housing policy documents: in search of equity for people with ID

If specific groups and their needs are excluded from policy, this exclusion may extend to service delivery and add to the inequities that already exist in health and housing access for vulnerable groups. The extent to which Irish housing/de‐institutionalisation and health policies include core human rights concepts has not been examined previously. This article examines the extent to which the core human rights concepts for people with ID are represented in health and housing policies. EquiFrame was the analytical tool for examining six health and housing policies. EquiFrame analyses policy content on commitment to core concepts of human rights and inclusion of vulnerable groups. Health and housing policies in Ireland, despite outlining a commitment to reducing health inequities, were not found to have a commitment to the core human rights concepts in relation to the specific needs of people with disabilities and people with an intellectual disability. Equity means inclusion of all people and includes recognition, acknowledgement, and monitoring of the specific needs and challenges faced by particular vulnerable population groups, and that these needs are being addressed through policy administered by federal oversight agencies. An implication of the findings is that the EquiFrame tool previously used in the health sector is also useful in considering housing policy. Furthermore, equity concerns need to be examined closely for people with ID because including all vulnerable groups in one aggregated category has been shown to conceal the specific needs and challenges that need to be addressed for specific vulnerable groups. The relationship of person-environment fit to perceptions of autonomy, competency and satisfaction among older adults with developmental disabilities

The overlay of age-related cognitive and physical impairments onto existing intellectual and physical disabilities, a paucity of informal social relationships, a limited education and low income levels place the current generation of ageing adults with intellectual disabilities at risk of premature behavioural limitations and increased dependency. Person-environment fit and its relationship to perceptions of autonomy, competency, and satisfaction were explored through qualitative data collected from consumers. Face-to-face, in home interviews were conducted with 91 consumers who were asked to assess their own ability to carry out self-care and household tasks. Interviewers then observed consumers performing these tasks. A multi-stage data analysis process identified emergent themes that included issues related to autonomy versus dependence, belonging versus isolation, residential permanency versus transience, and social inclusion versus exclusion. The study also collected quantitative data, both from consumers and interviewers acting as observers. Consumer ratings of their own ability were consistently lower than observer ratings. Fostering home-based independence and autonomy among people ageing with developmental disabilities are discussed in relation to perspectives on the home environment. (Edited publisher abstract)
Pathways to getting a life: transition planning for full lives

Valuing People Now sets out the Government’s strategy to improve the experience of young people with learning disabilities as they move into adulthood. The Getting a Life programme was one of 3 Valuing Employment Now demonstration programmes which focused on how to increase the number of young people going into full-time paid employment. The programme designed an employment pathway that sets out the most critical things that need to happen during transition. The success of this pathway has led to the development of similar pathways for housing, health, friends, and community. These pathways have been designed to show what needs to happen at each stage of a young person’s progress through transition and into adulthood, using the principles and methods of person-centred transition planning and support planning so that they can have jobs, friends, their own homes and choice and control over their lives. The aim of this document is to bring together what has been learned about transition planning for young people with learning disabilities from Valuing People Now and Getting a Life. Each section describes one of the pathways to Getting a Life: pathway into employment; housing pathway; planning for good health pathway; and developing friendships, relationships and community pathway.
Housing-based support: a successful alternative to secure accommodation for people who have learning disabilities and have offended

Services for offenders who have learning disabilities are generally provided in secure and medium secure units. These services are often provided in segregated and congregated settings using therapeutic interventions. This paper presents a case study of a housing-based service provided within the community, based on developing valued social roles for vulnerable people. The Housing Independence Support Team (HIST) was established in January 2003 in order to develop a service for adults with mild or borderline learning disabilities who have offended or are at risk of offending. The aspirations of the team are to support individuals to gain and maintain accommodation and develop the skills to manage this effectively, with the hope that people’s offending behaviour will also reduce. The service is based on the principle of normalisation, the theory of social role valorisation (SRV), and O'Brien's Framework for Accomplishment. The paper provides a critical introduction to SRV and O'Brien's Framework, and discusses how their principles have influenced the work of the HIST. It discusses some of the structures and attitudes prevalent in society by which people with learning disabilities are oppressed. The paper includes examples of practice and shows differences in the patterns of referral and destination routes for males and females. It concludes with some implications for practice.

The Norah Fry Research Centre (NFRC) at the University of Bristol recently completed a scoping exercise commissioned by the National Institute for Health Research, to establish priorities within the field of learning disabilities. This article briefly describes the outcomes of that scoping review and consultation, which aimed to develop a research agenda base centrally on: the views and concerns of people with learning disabilities and their family members; and a review of the literature since 2001, in the areas of concern to central stakeholders.
Our homes: an inclusive study about what moving house is like for people with intellectual disabilities in Ireland

Background: Supporting people with intellectual disabilities to live well in communities they choose is deinstitutionalisation's central aim and endorsed by the United Nations Convention on the Rights of Persons with Disabilities (CRPD) (UN, 2006). This study focused on the experiences of people with intellectual disabilities in Ireland when moving home using an inclusive research approach. Method: This inclusive research project employed a qualitative approach. Participants included 19 men and 16 women (total n = 35) with ages ranging from 22 to 77 years. Structured interviews attended to the experience of moving home and the supports accessed during and after the transition to community living. Results: Thematic analysis yielded four themes: “expressing choice” in the moving process; “feeling connected or isolated when moving”; “accessing supports during and after the move”; and finally, participants' reflections on “experiencing vulnerability and feeling safe” while resettling. Conclusions: This is the first study about people with intellectual disabilities moving home to be collaboratively designed and completed by an inclusive research team. Although much is understood about the long‐term benefits of engaging in meaningful choices about housing and supports, concerns remain about the extent to which the will and preferences of people with intellectual disabilities in Ireland are respected when moving home. This booklet is aimed at people with a mental illness or learning disability. It describes the things that councils can do to make things better for them. In 2003, the Scottish Government made a new law called The Mental Health (Care and Treatment) ( Scotland ) Act 2003. The new law says that local councils must help anyone who has a mental illness or a learning disability get the best from life. Local councils should not provide separate services for people with learning disabilities or mental illnesses, but should make sure that they can use all their services. This booklet lists various ways in which council staff can help people in relation to: their home; their community; their work; their money; their family; their education; art and culture; volunteering; taking part; and their health.
