'An Ordinary Sexual Life?': a review of the normalisation principle as it applies to the sexual options of people with learning difficulties

This paper explains why the normalisation principle has had so little effect on the sexual options open to people with learning disabilities. It analyses discourses about services and about sexuality and suggests that one implicit role of services is the regulation of sexuality and the creation of sexual boundaries. The paper questions whether there are homogeneous sexual values, and challenges the assumption that sexuality is 'natural' arguing that this view is simplistic and hides the extent to which rules about sexual behaviour are applied on the basis of social inequalities. Thus, the paper explores assumptions about sexuality, normality and integration and reinstates all three concepts to a problematical status. It questions the ways in which people with learning disabilities are really free to be 'sexual' and the penalties they face in breaking out of the roles which have been prescribed for them.

Reviews some key issues for women with learning disabilities and those who work with them arguing that many of these are 'ordinary' women's issues which are exacerbated because they often remain unacknowledged. Services ignore gender more than sexuality leading to very atypical lifestyles for women with learning disabilities. Explores how women's needs around fitness and appearance, sexuality and sexual abuse, reproductive rights and experiences of motherhood and caring for others could be supported by services which were more willing to acknowledge that women with learning disabilities are 'women first'.

In the wake of the recent awareness of the sexual abuse of people with learning disabilities is the recognition that a small number of men with learning disabilities are themselves sexually abusing. The need to understand the men's behaviour and provide effective responses is pressing yet the search for an ethical course of enquiry appears illusory. Explores in depth these dilemmas and describes the authors' attempts to resolve them as they attempted to devise a protocol for consent to involvement in a qualitative study of men with learning disabilities who sexually abuse.

Trailing behind the recent acknowledgement of the high incidence of sexual abuse amongst people with intellectual disabilities is a recognition of men with intellectual disabilities as perpetrators of sexual abuse. This article reviews the North American, Australian and British literature published in this area. It demonstrates that both theoretical understandings and clinical interventions with men with intellectual disabilities are often discordant with wider perspectives of work with sexual abusers. The effect of this is shown to be common discriminatory practice received by men with intellectual disabilities which at times shows poor regard for their rights.
