The Parliamentary and Health Service Ombudsman and Local Government Ombudsman published the Six Lives: The Provision of Public Services to People with Learning Disabilities report in March 2009, which investigated the deaths of six people with learning disabilities. This progress report in response to the recommendations in the Six Lives report was prepared using information and views gathered from a range of service providers, service users and other relevant people and groups. It looks at the Six Lives recommendations, discussing reviewing and reporting, regulatory bodies, and the role of the Department of Health, and what seems to be making a difference and what is causing most concern in terms of impact. It notes that much work has been undertaken to improve care and treatment of people with learning disabilities, but that more needs to be done.

This is an Easy Read summary of the progress report written for the Parliamentary and Health Service Ombudsman and Local Government Ombudsman. The progress report is in response to the recommendations in their 2009 report Six Lives: The Provision of Public Services to People with Learning Disabilities, which investigated the deaths of six people with learning disabilities. It describes the background, and looks at progress in doing what the ombudsmen asked, what was found out, things that are making a difference, and things that people were worried about. It also notes that more work needs to be done to make things better for people with learning disabilities, and summarises what happens next.

This report summarises the progress made in England during the past year against recommendations set out in ‘Strengthening the Commitment: the report of the UK Modernising Learning Disability Nursing Review (2012)’. The 17 recommendations cover the four broad areas of: strengthening capacity, strengthening capability, strengthening quality, and strengthening the profession. For each recommendation information is provided on key government policies, examples of positive practice, and planned next steps. The report shows how the recommendations have been translated into good practice to achieve better health and wellbeing for people with learning disabilities, and fulfil the commitment made in 'Transforming Care: A national response to Winterbourne View Hospital'. This report reviews progress in improving the quality of care for vulnerable people, following abuse of residents at Winterbourne View hospital. It summarises the changes to improve the quality of care for vulnerable people, specifically those with learning disabilities or autism who also have mental health conditions or behavioural problems. The report covers surveys and monitoring programmes designed to track patients and observe their care; improvements to the commissioning of health and care services; the regulation and inspection of services; and work needed to make sure no one finds themselves in inappropriate care settings. It considers quality and safety issues in respect of advocacy, medication, positive behaviour support, physical interventions and workforce development. The report includes an individual case study and examples of service providers and projects which demonstrate practice that is both effective and sensitive to the needs of vulnerable people. In May 2011 a BBC Panorama programme showed abuse by staff of patients living in Winterbourne View Hospital, an independent sector hospital in Bristol. This interim report, published before the conclusion of police investigations, criminal proceedings and a serious case review, sets out initial findings from a review into the quality of health and care services received by people in England with learning disabilities, autism and challenging behaviour. It is based on Care Quality Commission inspection reports of 150 hospitals and care homes for people with learning disabilities and engagement with people with learning disabilities and autism, family carers' voluntary groups, and health and care commissioners, providers, professionals and regulators. It reports that initial findings indicate that abuse is not widespread and systemic but that there is evidence of poor quality care, and it identifies actions to be taken at a national level to improve the lives of people with learning disabilities or autism and behaviour which challenges. The final report will be published when criminal proceedings into events at Winterbourne View Hospital have concluded.
