Everyone has the right to make choices about how they live and how their support is provided. This film shows how people with care and support needs can be supported to have choice and control. Three examples shown are owning a budgerigar; deciding between mince with dumplings or a roast chicken dinner; and going shopping. The young men with learning disabilities who draw up their preferred shopping list travel to town unsupported, buy the food, come back and cook it and then eat it. It's important to take time to understand and know the person, their previous lives and past achievements, and to support people to develop things like ‘life story books'. Good communication can help people to maintain their dignity. It is vital that staff develop other ways of communicating with people who have a cognitive impairment or limited speech. This film provides an example of communicating with Matthew, a young man with Down's Syndrome Matthew is encouraged to use a diary so that he knows what he's going to be doing on any particular week. It's a good way for staff to find out what's been happening in Matthew's life. The film also shows how, for older people, past memories of being at the beach can be used as a useful communication tool. Communication in practice can mean asking people how they prefer to be addressed and to respect their wishes; giving people information about the service in advance and in a suitable format; and not assuming that you know what people want because of their culture, ability or any other factor. This 2-disc set include information developed as part of the Mutual Caring Project. The Mutual Caring Project was set up to help promote recognition of good practice and develop improved service provision for older families where the balance of the caring relationship between the long-term family carer (often a parent) and the person with learning disabilities (normally an adult son or daughter) has changed. This disc set highlights this neglected area and provides evidence of practical approaches that can be used in different settings. Disc 1 is a DVD with video stories of personal experiences and covers: being a carer; person centred planning; carers’ assessments; and group and peer support. Disc 2 is a CD-ROM containing all resources, tools and reports developed as part of the Mutual Caring Project. Resources have been made to help families, people with learning disabilities, staff, commissioners and others and include: Supporting You as an Older Family Carer; Supporting You and Your Family as You Grow Older Together; Supporting You to Support Your Family; Supporting Mutual Caring; Circles of Support and Mutual Caring; and Being a Carer and Having a Carer’s Assessment.

This report outlines the literature on the preventing the abuse of vulnerable adults, from public awareness campaigns through to approaches that empower the individual to be able to recognise, address and report abuse. In addition, it examines policy and practice guidance and examples of emerging practice. This review began with a scope on data, literature and best practice on what is being done in relation to prevention strategies by local authorities. The scope was then expanded using reference harvesting and expert recommendation. Literature identified is discussed in the following sections: identifying people at risk of abuse; public awareness; information, advice and advocacy; training and education; policies and procedures; community links and community support; regulation and legislation; inter-agency collaboration; and empowerment and choice. Case studies of emerging good practice are included in the final section entitled emerging evidence.

This tool identifies statistical neighbours – or similar areas – for adult social care delivery for older people and working age adults with learning disabilities. These are the two largest groups who receive adult social care. The comparable indicators include spending per head, quality of services and access to services. The tool provides a basis for comparing spending and outcomes between councils and helps directors of adult social services and local authority financial leads to find new opportunities for improving adult social care efficiency. It is for use by councils to assess their own performance, and to identify where different approaches in comparable local authorities may provide examples to learn from. It is not meant to be used to make judgements about the relative performance of councils in delivering adult social care services, nor can it provide answers as to what the ‘correct’ price is for care.
