Named Social Worker: ten steps to creating your own cost benefit analysis

This guide developed by York Consulting to help Named Social Worker (NSW) teams to conduct their own economic assessment using a predictive cost benefit analysis (CBA) methodology. CBA aims to quantify in monetary terms as many of the costs and benefits. Both hard outcomes - such as savings on care home places, GP visits and police callout; and soft benefits - such as confidence, wellbeing, satisfaction, independence, aspiration of an intervention as feasible. The approach presented recognises that NSW teams had limited opportunities, given the short time scales, to collect much client outcome information. The initial focus is therefore on constructing a model of impact based on a range of assumptions. This provides an illustrative projection which can be checked with actual outcomes data at a later date. While the methodology presented is not definitive, it should provide NSW teams, and others piloting a similar approach, with sufficient information to get started and specify their own cost benefit models. Economic impact of inclusion of disabled persons in the labour market

This literature review was commissioned by EASPD to improve its understanding of the employment of people with disabilities in Europe and the strength of the financial case for inclusive employment. It provides cost-benefit analyses of labour market inclusion of people with disabilities can have for governments and public authorities, as well as the wider benefits for businesses and individuals. The review carried out extensive and structured searches on a number of database for research articles in English, published between 1980 and 2016. The main findings show that disabled people, taxpayers and government are likely to benefit financially in the long term from greater investment in employment in the open labour market of persons with disabilities. It also identified a large variety of models, working to different objectives, which support people with disabilities in work, training and employment. In terms of models supporting persons with disabilities into the open labour market, supported employment and individual placement and support have proved to be effective in doing so and with high cost-benefit return to the taxpayer. The cost effectiveness of employment support for people with disabilities: final detailed research report

The final report from a two year study on employment support for people with mental health problems or learning disabilities. The study focused on three areas: the cost effectiveness or value for money of current models of employment support, whether outcomes varied for different models used, and if outcomes were affected by approaches of commissioners to implementing local employment strategies. The report summarises the findings of a scoping review, findings from national and local data collection on the quality and effectiveness of employment support, and findings from in-depth field work visits to 11 sites to see local commissioners implemented employment strategies. Five Theories of Change identified from the field visits are discussed: shifting culture, employment outcomes, strategic direction, developing the market and performance management. They were seen as aspects that needed to be in place to delivery cost effective outcomes. (Edited publisher abstract)

This briefing summarises the findings of research on the cost effectiveness of different service models and commissioning approaches to employment support for people with mental health problems or learning disabilities. The study analysed national data and in addition analysed cost and outcome data from 70 different sites and also carried out fieldwork visits to six sites. Data analysis included an analysis of costs per job outcome (securing new jobs, retaining jobs or moving into self employment). Good evidence was also found to support Individual Placement and Support (IPS) in mental health services and supported employment in learning disabilities services were the most effective ways of supporting people. The study also identified five different organisational or system 'conditions' that were most likely to be found in successful cost effective services.

A key worker has been described as a named person whom the family can approach for advice about, and practical help with, any problem related to the disabled child. As more key worker services have been developed, different models of service and ways of working have proliferated and there has been no research on the outcomes for families of different types of services. This study aimed to explore the effectiveness of different models of multi-agency key worker services.

Using an adapted version of a projections model for younger adults developed by the Personal Social Services Research Unit (PSSRU), this paper provides projections of demand and future public expenditure for social care and disability benefits for younger adults (aged 18 to 64) in England to 2030. Projections are broken down in the categories of: people with learning disabilities; people with physical or sensory impairments; other groups (such as people with mental health problems) combined. The paper describes the various data used in the modelling; presents a set of base case assumptions: presents the projections obtained using those assumptions: and investigates the sensitivity of the projections to changes in those assumptions. A final section sets out some conclusions.
