Six short animated stories about people with learning disabilities who also have mental health problems. The films shows how people with learning disabilities need to stand up for themselves to get fair treatment and in order to look after their health. Building the Right Home and the National Service Model state that people should have choice about where they live and who they live with. It is critical that people have the right accommodation to meet their needs to ensure sustainable housing solutions. This means that we have to have a personalised response to accommodation, which will require us to fully understand a person’s individual needs and then seek to meet those needs in the best possible way. The project set out to provide the evidence for accommodation needs in line with the principles that people with learning disabilities and/or autism who display behaviour that challenges, including those with a mental health condition should be supported to live in their own homes in the community with the right support, in a home of their choice, where they feel happy and safe. To assess the accommodation needs case management data was analysed along with interviews with practitioners while those with lived experience took part in designing and completing a survey. The project identified that some existing placements for all cohorts could move to supported living. The 10-year projections across the ICS, taking re-lets into account show a need for 663 units of accommodation with support for those with learning disabilities and autism, while the need for those with severe mental health needs is 653 accommodation units. From December 2006, the NHS – including Primary Care Trusts in England and Local Health Boards in Wales - will come under the Disability Equality Duty which places them under an obligation to ensure that their policies and practices do not discriminate, and do promote equal opportunities for disabled people. But a wide range of current practices, identified by the investigation, could clearly breach this duty. This DVD is for GPs and primary care staff on the investigation which highlights current experiences and gives practical advice on improving service provision.

This report probed the experience of people with mental health problems and/or learning disabilities of primary care services in England and Wales (1) after international research showed that these two groups were at higher risk of serious physical health problems. From December 2006, the NHS – including Primary Care Trusts in England and Local Health Boards in Wales - will come under the Disability Equality Duty which places them under an obligation to ensure that their policies and practices do not discriminate, and do promote equal opportunities for disabled people. But a wide range of current practices, identified by the investigation, could clearly breach this duty. The investigation provides important new evidence that people with learning disabilities and people with mental health problems are more likely to experience major illness, to develop serious health conditions at an earlier age and to die of them sooner than other people. Yet they are also less likely to receive some of the important evidence-based treatments and health checks than others with the same condition but without a mental health condition or learning disability. They also face real barriers to accessing services.

The examples are analysed by a panel of service users and social care academics and they discuss how the services demonstrate concepts of excellence in social care in their day-to-day work. DHSC's response to CQC's 'Out of sight – who cares?: restraint, segregation and seclusion' report

The Government response to the Care Quality Commission's report on the use of restraint, seclusion and segregation in care services. The report described the current state of the care system for children, young people and adults who are subject to restrictive interventions, and who are cared for in a range of settings, focusing on learning disabilities and autism. The report made four key recommendations: people with a learning disability and or autistic people who may also have a mental health condition should be supported to live in their communities; people who are being cared for in hospital must receive high-quality, person-centred, specialised care in small units; there must be renewed attempts to reduce restrictive practice by all health and social care providers, commissioners and others; there must be increased oversight and accountability for people with a learning disability, and or autistic people who may also have a mental health problem. NICE quality standard covering the prevention, assessment and management of mental health problems in people with learning disabilities in all settings, including health, social care, education, and forensic and criminal justice. The standard describes what high-quality care looks like in five priority areas. The five quality statements for people with learning disabilities and mental health problems are: for annual health checks to include a review of mental health problems; that mental health assessments are carried out by a professional with expertise in mental health problems; that people with learning disabilities and a serious mental illness have a key worker to coordinate their care; that any psychological interventions are tailored to the preferences of people with learning disabilities and mental health problems; and annually documenting the reasons for continuing antipsychotic drugs. Each quality statement includes the rationale for the statement and suggestions for quality measures that can be used to monitor performance to the standard. (Edited publisher abstract)

Find Me Good Care is a website to help people to make choices about care and support for themselves or other adults in England. This includes care and support at home and in a residential setting. The site combines advice and information about choosing care with a comparable database of services. It also allows you to create your own Good Care Planner online so that you can save all the information that you find most useful in one place. The site has three main sections: a care planner to help plan care and support for yourself or someone else; a search facility to allow you to search for care and support services across England; information on paying for care and care costs. The site is developed and managed by the Social Care Institute for Excellence.
