Joint strategic needs assessments: how well do they address the needs of people with learning disabilities?

The Local Government and Public Involvement in Health Act 2007 requires Primary Care Trusts and local authorities to produce a Joint Strategic Needs Assessment (JSNA) of the health and wellbeing of their local community. This review of currently available JSNAs suggests that, in many areas of England, JSNAs are failing to take due account of the health needs of people with learning disabilities, especially children with learning disabilities. While four out of five JSNAs do make some mention of people with learning disabilities, only 46% contain a specific section of the JSNA that is devoted to adults with learning disabilities, 9% to children with learning disabilities, and 8% to older adults with learning disabilities. Analysis of the type of information on learning disabilities contained in JSNAs suggests that they are unlikely to be of value in planning future services. (Edited publisher abstract)
A home of my own - progress on enabling people with learning disabilities to have choice and control over where and with whom they live

This article describes the progress made over the past 40 years in supporting people with learning disabilities to live in their own homes in the community. In particular, it highlights some of the work undertaken over the past 12 months to support and encourage local authorities and providers to work together to develop the range of housing and support options that people with learning disabilities and their families want. The recent NHS campus closure programme demonstrates that even people with complex support needs can have a better quality of life with improved outcomes in appropriate community accommodation. The article examines the work undertaken following Valuing People Now to develop the housing options of people with learning disabilities, including implementing a regional housing programme, developing a good-practice toolkit for local authority commissioners and encouraging provider engagement. The barriers to progress, such as the issue of ordinary residence, are discussed. Areas are identified for future development in order to meet the desire of people with learning disabilities to have a home of their own.

Learning Disability Partnership Boards were established to provide oversight of the change necessary to ensure that the Valuing People objectives were met. This article reports on research carried out by Mencap to provide evidence regarding the role and effectiveness of the Partnership Boards. The key findings were that many people with learning disabilities still felt that not enough was being done to enable and support their involvement in Partnership Boards. Findings relating to inclusion, democratic processes, evaluation, impact on local service planning and barriers to change are discussed. The article concludes with recommendations to secure a positive future for Partnership boards.

Observations were conducted in three county councils to find out whether the government's ambition to develop Learning Disability Partnership Boards (as expressed in the White Paper Valuing people) are being realized. All the partnerships practiced various inclusive activities in order to involve people with learning disabilities in public service strategies. However, there appeared to be limited opportunities for citizens to be involved in recommendations or decision-making for their area. This concurs with other research elsewhere on the involvement of citizens in state provision, i.e. public participation in civic affairs remains in the control of public sector managers. The lack of opportunities for citizens to direct the allocation of resources and strategies at a local level, regardless of their ability to process information, emphasises the limits of New Labour's citizen-public sector partnerships.

Buckinghamshire Council and Oxfordshire and Buckinghamshire Mental Health Partnership Trust were both found guilty of maladministration in their running of a residential home for people with learning disabilities causing injustice in the first-ever joint investigation by the health and local government ombudsman. This article discusses the complaint by Matthew Lewis and his parents, and the route causes of the homes failings - the failure of the partnership between the two authorities running the home.
Planning for change? Learning disability joint investment plans and implementing the Valuing People White Paper

Valuing People outlined ambitious plans for improving services for people with learning disabilities in England. Strategies to realise these goals were to be taken forward through the new structure of learning disability partnership boards, based in the first instance on local joint investment plans (JIPs). Reports findings from an analysis of the first round of learning disability JIPs compiled as the implementation of the White Paper began, and reviews the implications for the development of robust local strategies and action plans.
Multi-agency inspection: thematic inspection of services for people with a learning disability in Angus, Dumfries and Galloway, East and West Lothian

The Scottish Government commissioned this inspection, which was undertaken in 2009. The 3 themes for the inspection were transition, lifelong learning, and employment. It focused on what 4 councils and health partnerships in Angus, Dumfries and Galloway, East and West Lothian were doing to improve the experiences of people with a learning disability about these issues. The report includes an easy read summary of the findings, describes the inspection methodology and activities, and reports on the findings for each of the 4 partnerships studied and on shared issues for all areas. It includes tables with a summary showing evaluation levels for each partnership for: outcomes for people who used services and their carers, experience of people who used services and their carers, impact on stakeholders, access to services, strategic planning, vision, values and aims, and capacity for improvement. It makes recommendations for improvements for individual councils, individual partnerships or more than one council or partnership. The report notes that each partnership will be asked to prepare an action plan setting out how they will implement the recommendations of the report.
Multiagency protocols in intellectual disabilities transition partnerships: a survey of local authorities in Wales

Local authorities in Wales have undertaken various efforts to improve the experience of transition for young people with intellectual disabilities as they leave school and enter the general marketplace. This paper presents the findings of a study of transition protocols in place for intellectual disability partnerships in 22 local authorities in Wales. The study consisted of a survey of existing protocols and a documentary analysis of the content of the obtained protocols. The article outlines the relevant legal and policy context of school to marketplace transition in England and Wales, then reviews the results of the survey of all 22 Welsh local authorities, and presents the findings of a documentary content analysis. The results highlight the difficulties in formulating effective protocols for transition partnerships at the local authority level. Criteria applied in the documentary analysis have been, among others, person-centred planning, involvement of young people and carers, accessibility of the protocol, and the inclusion of external agencies in transition planning. The analysis shows wide-ranging discrepancies in the quality and content of transition protocols across Wales.
"We will remember Steven”: Cornwall after 'the murder of Steven Hoskin: a serious case review’

This author (chair of Lancashire County Council’s Adult Safeguarding Board), had been invited by the director of Cornwall County Council’s (CCC) adult social care department, following publication of ‘The murder of Steven Hoskin: a serious case review’ (SCR) in 2007, “to restore public confidence ... and provide ... an evidence based assessment of ... progress” on the SCR recommendations for system-wide and agency-specific changes to improve the safeguarding of young people with learning disabilities in England. She details written documentation from each agency in contact with Steven and the people who moved into his bedsit, and who submitted to the management reviews required by the SCR. In addition she interviewed over 40 boardroom representatives, middle managers and frontline personnel from each of the 9 children’s and adult social care, Primary Care Trust, NHS, police, adult protection, young offender, youth work, housing and tenant agencies involved, in December 2008. The text describes “something of their work priorities and ... programmes since” and is punctuated by quotes from staff. Under two headings, ‘agency-specific actions’ and system-wide actions’, the author reviews the SCR recommendations, the agencies’ action plans, and documents actions completed across and within agencies. She reports significant progress in terms of attitude, and reforming work methodology, but says there are still challenges to overcome.

The Working Together Resource Pack provides materials to encourage and support joint working between mental health and learning disability services. The aim is to improve access to effective and appropriate support for people with learning disabilities and additional mental health problems. The pack will be useful to a broad range of staff in learning disability and mental health services, PCTs and Local Authorities, Local Implementation Teams and Valuing People Partnership Boards. It should be of interest to family carers, staff and people who use both mental health and learning disability services, to understand services systems, structures and processes.
