A hospital or a home? Findings from themed visits to NHS and private sector wards for people with learning disabilities

The Commission undertook a themed visit to all learning disability in-patient units during the 2007-08 visiting programme. The Commission visited 39 facilities across Scotland from 25 October to 7 November 2007. Prior to the visits, health boards were asked to provide some information about the wards in their areas. Staff were asked a series of questions about the people living in the ward on the day of the visit and about how care and treatment was provided. Commission staff met with individual patients and some relatives and carers. The Commission was particularly interested in seeing how assessment of individual need was taking place and the ways identified needs were being met. Commission staff also looked for evidence within files that would indicate how individual people and carers were being involved in decisions about current and future care. Key recommendations are outlined.

An easy read summary report which looks at how inspections of 150 learning disabilities were carried out and what the people who took part in the inspections felt about them. It looks at what experts by experience or service users and their advisers and care providers' felt about the inspections. It also looked at what could be done to make the process better. The inspections were carried out by the Care Quality Commission because of poor care and abuse at Winterbourne View hospital.
Evaluation of the Healthcare Commission audit of services for people with learning difficulties: quantitative survey report for the Healthcare Commission

A survey was conducted of managers, clinicians, directors and chief executives who had received the Audit’s self-assessment questionnaire and those whose service had subsequently been visited by the one of the Healthcare Commission’s peer review teams. Two hundred and forty two responses were received. Findings showed that only half of respondents made actual changes as a result of the Audit. Those who received a visit as well as a questionnaire were more likely to have implemented changes than those that received a questionnaire alone. The changes implemented and planned were wide ranging including an increase in user involvement, improved staff training and the development of service user plans amongst many others.
