Winterbourne medicines programme: improving the use of medicines in people with learning disabilities: NHS Improving Quality Report

As part of work commissioned to support the Winterbourne View, this report presents the results of work at six sites caring for people with learning disabilities. The project aimed to get a deep understanding of current practices, test new ways of working and improve lives through the reduction of unnecessary prescribing of psychotropic medications. Each site received bespoke support to use quality improvement tools and techniques. The also received support through site visits, conference calls and events. The sites involved in the project were Devon Partnership NHS trust; Cheshire and Wirral Partnership NHS Foundation trust, Hertfordshire Partnership University NHS Foundation trust; Northumberland, Tyne and Wear NHS Foundation trust; South West London and St George’s Mental Health NHS Trust; Sussex Partnership NHS Foundation trust. Sites were selected to cover a range of inpatient and community services for children, young people and adults. The report presents overviews of each of the separate project sites, provides key observations and learning points. Learning points are discussed under six main themes: the need to understand the pressures and reasons for prescribing; the importance of sharing up-to-date and comprehensive information; the significance of understanding the current medication processes; the value of integrated pathways of care; the importance of involving of people with learning disabilities, their families and carers; and the development of teams, skills and culture. Learning disabilities census report: further analysis: England, 30 September 2013

This report presents further findings from the 2013 Learning Disability Census, following an initial report published in December 2013. The Census provides a snapshot of inpatients with learning disabilities, autistic spectrum disorder and/or challenging behaviour, and the services they receive. The survey was one of the initiatives commissioned in response to the abuse at Winterbourne View Hospital. This report contains information relating to patient experience of care including: drug administration; incidents, restraint and seclusion; ward accommodation, uses of the Mental Health Act (1983), and information on the commissioning and provision of learning disability services including costs and care planning. The census data was collected on 30 September 2013. Responses from 104 provider organisations were received on behalf of 3,250 service users. (Edited publisher abstract)
