Learning from the past : emotional labour and learning disability nursing

This article explores learning disability nursing by examining evidence for emotional labour from the past. As such it offers insights into both methodological and political issues connected to emotional labour in nursing and explores issues within learning disability nursing. In particular it addresses the development of learning disability nursing and the way in which its role within institutions was defined in terms of emotional labour. Specific material from textbooks, minutes of curricular development meetings and GNC inspectors' reports are examined. It is suggested that emotional labour provides a shared experience between different branches of nursing as well as different periods of time. Such shared experience is particularly helpful to learning disability nurses in their position on the margins of the nursing profession. It is further suggested that emotional labour as a concept could be used to help develop understanding of work with people with learning disabilities.

This report outlines the findings from inspections of provision for pupils with medical needs carried out by Her Majesty’s Inspectors (HMI) in 12 local education authorities (LEAs) between September 2002 and March 2003. The purpose of this Ofsted survey was to evaluate the effectiveness of the existing provision.The twelve LEAs inspected were: Bury, Coventry, Dorset, East Riding, Essex, Hertfordshire, Kent, Kingston upon Thames, Leicester, Southwark, Swindon and Wirral. HMI held meetings with heads of service and scrutinised documentation.They made visits to over 50 different providers, which included hospital special schools, adolescent psychiatric units, pupil referral units, hospital wards, home tuition services, mainstream schools and other units.They observed lessons and examined work in schools, pupil referral units, hospitals, adolescent and other units and in pupils’ homes.They obtained additional evidence from discussions with staff, parents, pupils, some health professionals (mostly in adolescent psychiatric units), and teachers in mainstream and special schools.

Concerns were raised with the Commission for Health Improvement (CHI), by the North and Mid Bedfordshire Community Health Council about incidents in community homes and units managed by the Bedfordshire and Luton Community NHS Trust (the trust). The events related to: the unrelated deaths of two people with learning disabilities in July 1997 and May 1999; the closure of a community home; and the alleged abuse of clients between 1998 and 2001. CHI could find no evidence to substantiate earlier allegations of abuse of people living in the community homes. However, the policy for protection of vulnerable adults is not being used consistently and there is no system to monitor the outcome of investigations under the policy.
