This review was set up to better understand whether people with a learning disability in Wales have what they need to lead successful lives and to examine how services could be strengthened. It involved a desk top review of information and meetings with over 2,000 people, including people with a learning disability, parents and carers. The review took a life course approach and maps key issues, risk and protective factors for: Early years, Adolescence, Early adulthood, Mid life and Later life. The recommendations are focused on the Prosperity for All five cross cutting themes of: early years, housing, social care, health, and education and employment. The findings from the experts by experience are that there are pockets of good practice and strong services, however, too many have to fight for support to enable them to have an ordinary life. The three priorities of the recommendations are: to reduce health inequalities, improve community integration, and to enable improved strategic and operational planning and access to services. In November 2000 Mencap and the Foundation for People with Learning Disabilities brought together a small group from other organisations (membership list attached) with an interest and expertise in working with children and adults with profound and multiple learning disabilities and their parents and carers. The group, now known as the PMLD Network, agreed that its first task should be to provide a response to the White Paper and work to influence its implementation. ‘Valuing People’ does not fully address the issues for children and adults with PMLD. This is apparent in the way that it does not: use consistent terminology; identify that children and adults with PMLD are amongst the most excluded people in society; identify children and adults with PMLD as a priority group; make any specific objective or sub-objective for people with PMLD; and does not identify family carers of children and adults with PMLD as a priority group.
