Action on disability: the right to independent living. Consultation document

Consultation on the Welsh Government’s draft framework and action plan to improve access to help, advice and services for disabled people in Wales. The Framework aims to tackle inequalities and poverty experienced by disabled people, promote equality of opportunity and provide support to more easily access resources and services. It has been informed by two years of engagement with disabled people and disabled people’s organisations. The Framework: outlines the statutory and policy context; outlines progress and developments since the previous Framework for Action on Independent Living was published in 2013; summarises the issues raised and comments made by disabled people in our engagement events; sets out Welsh Government’s commitments in relation to disabled people which will underpin policy. Areas covered in the action plan include: employment; health and social care; education; and transport. The consultation was launched on 22 October 2018 and ends 18 January 2019. This document is a summary of the responses received during the consultation on revised statutory guidance to implement the Strategy for Adults with Autism in England. It highlights the key themes and common issues from the consultation responses and sets out the Government’s response that has shaped the statutory guidance. Areas that were repeatedly mentioned included the: importance of using more directive and proactive language; value of co-production and consultation with people with autism and carers; need for good initial and refresher training across organisations and sectors; need to allocate dedicated local funding to support service developments; need for health and social services to work together and to work with partners; importance of involving the voluntary sector; need to set up monitoring processes to assess progress; and importance of cross-referencing to other guidance, legislation and resources. The document details the government’s response on: training staff; identification and diagnosis; planning for transitions; local planning and leadership; preventative support and safeguarding; reasonable adjustments; supporting people with complex needs; employment; and working with the criminal justice system. Central proposals in the consultation include developing and enhancing the role of Disability Employment Advisers in Jobcentre Plus so that each individual gets support that is tailored to their needs to help them achieve their employment goals; and moving away from separate programmes of support such as the Job Introduction Scheme, Work Preparation and WORKSTEP towards a single integrated programme which provides a more personalised employment service for disabled people. The proposals in the consultation complement other major reforms by the DWP aimed at supporting those who need the most help to find, retain and progress in work; including the modernisation of Remploy, Pathways to Work and a Flexible New Deal all of which will offer additional specialist help for people with greater support needs.

The Government has published a consultation paper on its priorities for learning disabilities over the next three years. It is a cross-government consultation which sets the agenda across a range of issues, including health and well-being, housing, employment, education and community inclusion. The key areas it will focus on are: the personalisation agenda - having choice and control through individual budgets, direct payments, person centred planning and advocacy; what people do - helping people to be socially included in their local communities, with a particular focus on paid work - better health - ensuring that the mainstream NHS provides full and equal access to good quality healthcare and that specialist healthcare services are modernised; access to housing - ensuring that people have access to housing that they want and need with a focus on home ownership and real tenancies; making sure that change happens - making learning disability partnership boards more effective.
