This consultation sought views from the sector on aligning data descriptors in the Schools Census and Individualised Learner Record (ILR) with regards to Special Educational Needs and Disability (SEND). Colleges, training organisations, local authorities and employers (FE providers) return learner data in the Individualised Learner Record (ILR) and schools return pupil data in the school census. The ILR and School Census contain different fields for SEND and the changes proposed in this document aim to make data collection more consistent. (Edited publisher abstract)

An independent review of the work capability assessment: year five

Reflects on the evolution of the work capability assessment since its introduction and considers some of the issues that the Department for Work and Pensions might need to take into account in the years to come. The WCA is designed to determine eligibility for employment and support allowance. It is a functional assessment based on the premise that eligibility should not be determined by the description of a person’s disability or health condition but by how their ability to function is affected, which may vary considerably between individuals. The report shows that the number of people assessed and found fit for work has significantly declined. It also highlights that perceptions of the WCA remain overwhelmingly negative and discusses the barriers that individuals with a learning disability face with the WCA process. The review identifies a number of key principles that the department should take into account in redesigning the WCA : any assessment should not only be fair but be perceived as such; there must be clarity of purpose - determining benefit eligibility and supporting employment outcomes may not be compatible objectives; residual elements of the medical model of disability should be eradicated in favour of a bio-psychosocial model; departmental staff should be at the heart of the assessment and should drive information requirements; any revised assessment should exploit information already provided to the DWP, rather than duplicating effort and incurring unnecessary expense; and decision makers and HCPs should see a representative range of cases and have appropriate training in the capability impact of common conditions. The theatre company Mind the Gap has created a workshop to educate people about disability hate crime. The workshop is presented, acted and facilitated by professional actors with learning disabilities, who use their own experiences of hate crime, as well as the stories of others gathered from news and research. The workshop puts the emphasis on everyone to think about how they can make a difference. (Original abstract)
The Transinstitutionalisation of People Living in Licensed Boarding houses in Sydney

Deinstitutionalisation, one of the most significant social policies of the last century, was introduced into Australia from the 1960s, and involved the closure or downsizing of large institutions and the integration of people with disability and mental illness into the community. One of the community-based accommodation options for people leaving institutions was boarding houses. This paper presents the findings of a study into the use of licensed boarding houses for people with intellectual disability and people with mental illness in Sydney, Australia. The study aimed to explore how boarding houses operate as an accommodation option within the policy of deinstitutionalisation and the extent to which this accommodation type upholds human rights principles and contributes to residents' quality of life. Forty interviews were conducted with a range of participants including current and former residents, proprietors of licensed boarding houses, and staff of community organisations and government agencies about licensed boarding houses and the quality of life of residents. The study found that licensed boarding houses are a form of transinstitutionalisation and do not serve to enact the human rights principles articulated in current policy and legislation. An interactive guide providing an introduction to care and support planning for anyone who has health or care needs, or cares for someone who does. It helps to explain what care and support planning is and how it can help. The guide introduces the four stages of care planning: a) preparation and getting ready to discuss the care and support you need; b) discuss: talking with your care and support partner; c) document: writing down the main points from the discussion; d) review: checking how things are going. Circles of support and personalisation: exploring the economic case

This small-scale study examines the economic case for Circles of Support as way of enabling people with disabilities to live a good life in the community and have greater choice and autonomy in meeting their needs. It also looks at the ways in which Circles have been used, they type of support they can provide, the outcomes achieved and costs incurred. The research was conducted as part of a wider study to assess the economic case for community capacity-building initiatives. Face-to-face interviews were conducted with Circle members: the person with disabilities (where possible), a primary informant (usually a parent) and another Circle member to find out how and why the Circle was set up and how it supported the person with disabilities to have as full and independent life as possible in the community. Circle facilitators were also interviewed to understand their role in providing the planning tools to enable the Circle to best support the person with disabilities. Quantitative data on recent health and social care service use were collected to develop ‘economic pen pictures’ of the five Circles. Informants considered the Circle had impacted positively on the individual’s quality of life. Circles supported care packages which appeared to provide successful alternatives to residential care. Commissioners may wish to explore further how Circles can be an additional approach to personalisation to support people with disabilities to live as independently as possible in the community. Why is it important to consider so-called 'invisible' older people in UK healthcare?

Design/methodology/approach: Using information obtained from academic literature, government statistics and other publications from relevant organisations, this paper discusses older people who are in groups that are not readily visible to policy makers and practitioners. The authors investigated one 'invisible' group each and comparisons and conclusions were then made collaboratively. The six underserved populations covered were older people with physical disabilities, learning disabilities, those from LGBT communities, older prisoners, older people with chronic long-term mental health problems (in particular depression and dementia) and those who are homeless. The issues of health needs, access to health care and provision of services are discussed. Findings: Many groups of older people seem to be absent from statistics and from policy making. The paper suggests that there needs to be more research to identify the scale of any problems and how they may be solved. Practical implications: There are practical implications for health and social care professionals if they do not recognise that there are groups in society about whom little is known. Lack of knowledge and empathy may affect their approach to these groups. (Edited publisher abstract)

Reducing disablement with adequate and appropriate resources: a New Zealand perspective

This article presents the qualitative findings from a larger mixed methods study of the barriers and costs associated with disability in New Zealand. A social model of disability framework was integrated with an economic cost model using consensual budget standards to (1) identify key barriers disabled people experience in their everyday living and (2) develop consensus about the resources disabled people agree they require to reduce or remove them. Forty-nine people with physical, hearing, vision or intellectual impairment participated in a series of 8 impairment-based focus groups. The analysis identified inaccessible environments, negative attitudes, unreliable transportation and poor access to information as key barriers. However, lack of adequate and appropriate resources (e.g. equipment, modifications, support, transport and time) to address these barriers was the overarching obstacle to participation. The inclusion of time as both a barrier and a valuable resource is arguably the most important contribution of the study. (Publisher abstract)
