A DVD made by people with learning disabilities was shown for the first time at the House of Commons on 29 September 2005. People with learning disabilities, from Ealing Consortium, commissioned and wrote the script for the DVD, and had the final say in the editing. They wanted other people with learning disabilities to be aware of their rights in areas such as housing, health, and travel. The DVD will also be used for staff training and informing the general public.

This DVD and booklet aims to help people with learning difficulties learn more about individual budgets. It explains about the changes with who has power over services and the money that pays for them, and how these changes should provide people with the power to make their own choices and live their lives in their own way. It describes how direct payment can be used to buy support directly. It also explains that people who don’t want to deal with their own money directly are still able to tell social services how they want their support money spent. The DVD describes the story of a young woman stuck in a dead-end job and how she manages to get choice and control in her life.

People who have learning disabilities talk frankly about their lives in these 'video diaries' commissioned by Wiltshire County Council. The group talk openly about their experiences of moving out of a large residential home to a new home, and living in and buying their own homes. They also talk about getting involved in and being part of their communities, what it's like to have a paid job, and how they used direct payments to employ their own support staff. The project aims to give county council service users, family carers and staff information about positive developments for people with learning disabilities in Wiltshire. County council staff will be able to use the video as a training tool, and service users will be able to use it to help them make informed choices about the options in their lives. The people who appear in the video have learned a range of new skills. They formed an editorial team and have been closely involved in the planning, production and editing of the video.
