This literature review draws on Scottish, UK and wider international evidence to present an overview of key concepts that underpin effective public service leadership in collaborative settings. Its focus is to provide an understanding of the forms of leadership that are necessary for the future of Scottish public services. It looks at the challenges to leadership within public services, with an increasing policy focus on co-production, collaboration and working across professional boundaries. It also reflects on emerging themes that support change around public service reform when working within the complex dynamics of community planning partnerships (CPPs) and across public service settings. It concludes that good public service leadership is an integrated form of leadership that facilitates change by identifying assets, empowering individuals and reculturing organisations and systems to deliver improved outcomes.

The case studies presented in this report were gathered to form an evidence base as part of a study of special educational needs and disabilities in schools. A sample of 26 primary, secondary and special schools was selected to provide a range of contexts and leadership challenges. The report is in 4 parts: primary schools; secondary schools; special schools, pupil referral units and children's centres; and exploring the lives of children considered to have special educational needs and disabilities. It sets out the findings for each school, including context, leadership, strategy and practice, resource management, working with parents, impact and evidence, and issues and implications. Examples from the case studies are included.

The aim of this study was to explore the relationship between leadership and the achievement of children with disabilities and special educational needs. This report presents the findings of the research, which included a literature review and analysis of practices in 26 primary, secondary and special schools identified as relatively successful in promoting the achievement of these learners. It reviews the evidence about supporting vulnerable learners, leadership and achievement. It draws on data collected in case study schools to highlight and discuss organisational conditions relating to aspects of the work of the schools that appear to be associated with success: culture and ethos, practices, structures and systems, and leadership and management. Examples from the case studies are included. The report summarises and reflects on key lessons from the study, and considers the implications for leadership development.

A literature review was undertaken to inform research about the role of leadership in fostering achievement of children with disabilities and others defined as having special educational needs. This report of the review's findings discusses complexities and uncertainties surrounding current policy and practice, including the medical and social models for addressing educational difficulties. It summarises relevant literature, including UK and international sources, covering special educational needs and disabilities and achievement, responding to vulnerable learners, culture and leadership, and leadership and achievement. It concludes by discussing the implications of the review for the study's investigation of ways in which school leaders can promote achievement in practice.
