Then the article discusses some causes of homelessness in the Czech Republic, a recent census of the homeless in the nation, the activities of service-providing organizations, the financing of social services in the nation, health and health care among homeless people, a new food bank, and the harmonization of the Czech Republic with the common objectives of the rest of the European Union.

Social workers repeatedly find themselves confronted with a dilemma regarding the seemingly conflicting responsibilities of support and control. In the field of child protection, such a dilemma can literally be fatal in situations where the social worker feels solidarity with parents but also sees the child as in some way endangered. This article presents and discusses the methodological tool of self-reflective research in an attempt to understand the origins and contexts of certain conflicting responsibilities between support and control. This research tool is then applied to the author’s own practice in the field of social and legal protection of children.

This report, covering the Czech Republic, is one of a series reviewing national implementation of the European Employment Strategy from a disability equality perspective. It provides an update as at November 2009 to a first report published in 2008. Evidence is summarised, along with a comment on the current economic crisis. It is then briefly reviewed in a standardised format under the following headings: academic publications and research reports; employment statistics and trends; laws and policies, type and quality of jobs; specific examples of good practice; and conclusions and recommendations. Czech data on disability and employment are limited. The national disability rate is put at 9.87%. Up to 2008 the overall rate of unemployment has been declining slowly but for with those with disabilities it has stagnated or increased slightly. The National Plan for the Support and Integration of Persons with Disabilities 2006-2009 was replaced by a new plan in 2010. A survey of the employment of persons with disabilities in public administration was undertaken in 2008. Overall the economic crisis is believed to have had a negative impact on the employment of disabled people.

A condition of membership for candidate countries is the full implementation of the EU acquis on illegal immigration and border controls. The aim of this article is to demonstrate the challenges facing these countries towards the achievement of this goal. The analysis will focus on the Czech and Slovak Republics, until recently in different accession 'waves', and Poland, a 'first-wave' country with a different geopolitical position. The paper will attempt to demonstrate that the attainment of the highly repressive EU acquis in the field - which is mainly the result of a consistent securitisation of migration in EU policy discourse and legislation - not only fails to correspond to a clearly defined problem, but also poses to candidate countries a series of multifaceted challenges (legal, socio-political, economic, organisational and last, but not least, symbolic) which, if disregarded, may create more problems than those the acquis attempts to address.

Despite legislation to harmonise mental health practice throughout Europe and convergence in systems of training there remains an extraordinary diversity of psychiatric practice in Europe. Approaches to tackling substance misuse vary among nations; statistics on psychiatric morbidity are affected by different approaches to diagnosis and treatment of psychiatric disorders; attitudes towards mental illness show definite international differences. Everywhere, though, mental health care for patients with psychotic illness is a "cinderella service", and there is a general move towards care falling increasingly on the family and the community.
