Scottish ministers and the Convention of Scottish Local Authorities (COSLA) are very grateful to the Scottish Institute for Residential Child Care (SIRCC) and to the fifty plus members of the National Residential Child Care Initiative (NRCCI) working groups for the time and energy they spent examining in detail the challenges facing the residential childcare sector. The fruits of these efforts are a series of comprehensive and thought-provoking reports and carefully considered recommendations. Detailed responses to each of the recommendations of the NRCCI reports are presented.

This review provides an overview and evaluation of the literature and research evidence dealing with the third sector in Scotland. It draws on more than one hundred pieces of evidence. It focuses on material relating to the contribution of the third sector’s work to the Scottish Government’s five Strategic Objectives: Wealthier and Fairer, Smarter, Healthier, Safer and Stronger, and Greener. The overall aim of the study was ‘to review the research evidence and assess the current contribution of the third sector to the Scottish Government’s purpose and priorities’. The review’s objectives were to: review the recent research evidence on the third sector in Scotland and identify how it contributes to the Scottish Government’s five strategic objectives, identify areas where evidence suggests that the third sector is having an impact, but where it is not aligned to government objectives, identify key gaps in the research evidence, and make recommendations as to how the gaps in the research evidence might be addressed.

Anti-social behaviour undermines communities causing damage and creating fear. Volume 1 of ‘Promoting Positive Outcomes: Working Together to Prevent Antisocial Behaviour in Scotland’ (the Review), published on 19 March 2009, makes four basic claims: prevention (focusing on addressing the causes of the problem through preventive work), integration (working together better to achieve shared outcomes), engagement (engaging communities in a meaningful way in the development of national and local strategies and keeping them informed of progress) and communication (communicate better as partners to ensure positive, coordinated and evidence-based messages are shared with the public). These four key concepts, prevention, integration, engagement and communication, are intended to provide a focus for future activity. Underlying each are some clear strategic aims and in turn a number of national actions and local recommendations. This document explains how the national actions will be implemented.

The Local Government and Communities Committee asked for the views of Shelter Scotland on access to housing in local areas, on homelessness legislation and on housing supply generally.
